Job Summary:

Responsible for providing technical leadership and consistency in the area of HVAC & Refrigeration among all CSA certification offices and network members, internationally. Responsible to ensure and document that technical staff have the appropriate qualifications and training to consistently provide certification work of high quality in a particular product/standard area (including lab). Responsible for developing and launching new certification programs for CSA Group. Participates in development of national and/or international standards.


Principal Duties & Responsibilities:  

  • Acts as the trusted advisor and primary technical resource for an assigned product/standards area. Provides technical direction and support to staff engaged in certification work. Resolves technical issues and provides interpretation of technical requirements within the assigned area of responsibility. Reviews, assesses and audits staff engaged in certification work to ensure technical consistency across the organization and the network members. Works with Technical Oversight Manager, Appliances, Heating Products & HVAC in the development of technical requirements and programs for certification. Works with the Technical Oversight Manager, Appliances, Heating Products & HVAC and Operations Managers to assess the technical competence of certification staff in the CSA offices, Network Members and subcontracted independent testing facilities within the assigned product/standards area. 

  • Develops training materials, and may deliver and/or arrange for training of technical staff in the assigned product / standard area under the direction of, and in support of, Operations and Technical Training. Delivers training and technical seminars to customers and Network Members engaged in certification work. Documents the training appropriately in employee training records. Supports the Senior Manager, Technical Training in the development and maintenance of the CSA Learning Management System.

  • Participates, under the direction of the Technical Oversight Manager, Appliances, Heating Products & HVAC, in Canadian, US, binational, trinational and international standards development work. Proactively communicates to certification management and staff the new and revised requirements resulting from the standards development work and any implications the changes might have on current work processes and lab equipment requirements.

  • Works with the quality assurance representative to perform technical and system audits of CSA offices, Network Members and subcontracted independent testing facilities. Reviews laboratory qualification assessment documents. 

  • Performs certification work appropriate to own qualifications and experience. Provides support to the Client Service Centre staff by answering technical inquiries.

  • Develops innovative new programs to integrate new features or complex features in products. Assists and supports Commercial, Standards & Operations where required expertise and innovative solutions are created in order to address complex program requirements, such as multi-disciplinary technologies or products that are not addressed by currently published requirements.

  • Leads CSA Group’s Technical Networks, which is comprised of key certifiers, certification specialists, Technical Oversight Manager, Appliances, Heating Products & HVACs and fellow technical oversight specialists. With a primary goal of advancing the technical knowledge and technical depth of CSA’s certifiers globally, resulting in global technical consistency

  • Provides answers in a timely manner and fosters open technical discussions in CSA’s internal Technical Forums.


Education & Experience:     

  • University degree in Electrical Engineering and Registration with PEO as a Professional Engineer or 3-year college diploma in a relevant technological discipline plus

  • 10 years relevant CSA certification experience in the above product group or related area which includes 5 years at the fully qualified level (Certifier Level III or equivalent)



  • Excellent interpersonal and communication skills, written and oral

  • Presentation skills are essential

  • Ability to make contact with certification staff and management at CSA worldwide

  • Ability to interact with regulators, clients, and other certification agency staff when participating in the standards development process

  • Ability to work with Network Members as part of the audit and training function

  • Strong leadership skills

  • Ability to interact effectively with all levels of the organization

  • Ability to perform well in a team environment

  • Computer proficiency required

  • Ability to gather facts quickly and accurately

  • Strong problem solving and analytical skills

  • Ability to apply logic and discover root causes
