What We Do

The Investor Office is a regulatory branch that sets the strategic direction and leads the OSC’s efforts in investor engagement, education, outreach and research. The Office develops investor policy; plays a key role in the oversight of the Ombudsman for Banking Services and Investments; and provides leadership at the OSC in the area of behavioural insights and improving the investor experience.


The OSC is a leader in Canada, and internationally, in educating people about money matters. Our activities include our website, which is one of Canada’s most popular financial education resources, with hundreds of free articles, tools, calculators and information to help people with their finances. Reporting to the Manager, Investor Engagement and Outreach, the Senior Financial Literacy Advisor is the OSC subject matter expert on financial education and financial literacy. The successful candidate will help the OSC incorporate sound educational practices into its programs to help people improve their financial knowledge, skills, confidence and behaviours.

Key Duties and Responsibilities:

  • Advise on investor education resources with respect to:
    • the quality, breadth and depth of the content.
    • their alignment with its target audience and their learning goals and needs.
    • the design of the resources in relation to current best practices in education.
  • Lead special projects on investor protection and financial literacy issues.
  • Provide technical expertise on investor and financial consumer education initiatives.
  • Develop strategies and plans for continuous improvement of investor education materials, including through innovative pedagogical approaches such as experiential learning.
  • Work with other team members to develop new educational content and delivery methods.
  • Lead development of new online courses, in partnership with online learning platforms or as standalone courses.
  • Conduct research and analysis to support recommendations.
  • Act as Investor Office subject matter expert on the International Organization of Securities Commissions (IOSCO) Investor Core Competencies Framework; the Organisation for Economic Co-operation and Development (OECD) core competencies frameworks on financial literacy; and the OECD Recommendation of the Council on Financial Literacy [OECD/LEGAL/0461].
  • Monitor best practices in financial literacy and investor education for new and emerging trends and frameworks.
  • Act as Investor Office subject matter expert on evaluation and measurement of education programs, including advising on Canadian Securities Administrators (CSA) Framework for Designing Evaluations of Investor Education Programs and OECD International Network for Financial Education (INFE) high-level principles and guides for evaluation of financial education programs.
  • Work with the Director and the Investor Office research team to incorporate behavioural insights principles and research findings into educational programs and materials.
  • Assist the Director with cross-government financial literacy initiatives, including strategic advice and stakeholder relations.
  • Act as senior liaison with financial literacy committees which the OSC participates in or leads.
  • Advise the Director on educational initiatives of IOSCO Committee on Retail Investors (Committee 8).
  • Contribute to projects of the Canadian Securities Administrators (CSA) Investor Education Committee.
  • Act as OSC financial literacy subject matter expert in discussions or projects with public sector partners and other stakeholders.
  • Work with vendors and other third parties on instructional design/course development.

Qualifications for Success

  • Post-secondary degree in a relevant field.
  • Minimum of 8 years of relevant work experience educating people about financial matters.
  • Experience developing and implementing learning solutions for a range of delivery formats (such as face-to-face, blended, and online).
  • Experience in instructional design or curriculum development.
  • Strong understanding of the design and delivery of educational materials, with a focus on digital platforms.
  • Strong project management skills.
  • Ability to manage multiple responsibilities and competing priorities.
  • Passion for making difficult financial and investing concepts easier to understand for the average person on the street.
  • Curiosity about the evolution of financial markets, products and services.
  • Highly-motivated team player who is pro-active, and able to organize competing complex tasks and set priorities in a dynamic environment.
  • High level of business judgment, decision-making and problem-solving ability.
  • Superior communications skills, both written and oral, including the ability to communicate difficult concepts to individuals at all levels and across sectors and jurisdictions.
  • Strong interpersonal skills.
  • Familiarity with relevant international financial literacy frameworks and best practices is an asset.
