Indigenous Policy Specialist/Coordinator

The Local Government Division in the Ministry of Municipal Affairs and Housing is seeking a qualified individual to join their team. The Indigenous Policy Specialist/Coordinator will provide specialized policy advice regarding Indigenous issues and related municipal land and governance matters to support the Division's work.

What can I expect to do in this role?

In this role, you will:

• Provide specialized advice, coordination, technical guidance and policy analysis and support regarding Indigenous issues and related matters impacting provincial and municipal interests, priorities and relations

• Lead the team by providing guidance, support and direction to team members

• Perform project management by developing work plans, managing scope and resources, coordinating with project teams, tracking progress and timelines, and providing strategic advice

• Liaise and work with other program areas, ministries, Indigenous partners and external stakeholders to collaborate and deliver on cross-sectoral policy initiatives and programs

• Conduct complex policy, economic and statistical research into various options, proposals and developments in other jurisdictions across Canada

How do I qualify?

Specialized and Technical Knowledge:

• You have in-depth knowledge of issues and priorities intersecting between different levels of government and Indigenous communities, Indigenous treaty rights and interests, land claim negotiations, relevant local government programs, policy and legislation across Ontario and Canada, and evolving jurisprudence, engagement practices and trends on municipal-Indigenous matters

• You have the ability to apply your specialized knowledge and provide strategic advice to senior management to support policy and program development needs of the government and Indigenous communities

• You have knowledge of, and demonstrated experience in, policy/program development, issue management, research and analysis, government approval and decision-making processes, and accountability frameworks

Leadership and Project Management Skills:

• You have excellent leadership skills to lead multi-disciplinary teams by providing guidance and direction to team members, assigning and reviewing their work, managing conflict/issues and coaching them

• You can chair/lead/participate in cross-sectorial working groups, meetings and events

• You have demonstrated experience leading a variety of concurrent and complex projects, including developing project plans, managing project scope and budgets, tracking, and advising on, progress and managing/coordinating with project teams

Communication, Stakeholder Management and Diplomacy Skills

• You possess political acuity, diplomacy and strong abilities to respond to issues, provide sound recommendations, and provide strategic advice to senior management, stakeholders and decision-makers

• You have excellent written communication skills to prepare reports, Cabinet submissions, briefing materials, communication materials and correspondence

• You have excellent oral communication, presentation, facilitation and diplomacy skills to clearly and succinctly communicate ministry policy/position on issues, and lead briefings for senior management on complex issues to obtain necessary direction and decisions

• You have specialized knowledge in Indigenous engagement and consultation practices, and consensus-building and mediation skills to provide advice, support the development of guidance materials, design/lead/participate in engagement activities, obtain buy-in and resolve competing interests while maintaining positive relationships

Analytical and Problem-Solving Skills:

• You have strong abilities and experience in designing, developing and planning a range of qualitative and quantitative research approaches

• You have experience in evaluating proposals to identify and manage issues, risks and impacts, and to develop and recommend alternative policy options, approaches and solutions

• You have advanced analytical and research skills to prepare and analyse complex submissions and projects, and achieve results

Financial Management Skills:

You can:

• Analyse economic, statistical, and financial information

• Assess, and advise management on, the fiscal implications of policy and program options to government, Indigenous communities and other stakeholders

Salary Range: $79,797 - $115,982 Per Year
