What can I expect to do in this role?
In the Provincial Emergency Operations Unit of Emergency Management Ontario (EMO), you will:
• provide leadership, emergency management subject matter expertise, support, guidance, and advice to Provincial Emergency Operations Centre (PEOC) Duty Officers, PEOC staff, emergency management stakeholders, First Nations and municipal leadership regarding operational planning and response across all phases of emergency management, including prevention, preparedness, mitigation, response, and recovery
• serve in a leadership or staff officer Incident Management System (IMS) function in the PEOC
• lead, coordinate, monitor, and provide project management for emergency management projects and initiatives
• assess potential and actual incidents for consequential impacts and determine appropriate response actions
• serve as an expert advisor to PEOC staff, IMS section chiefs, the PEOC Commander and PEOC stakeholders regarding the application policies and procedures, including advising on possible courses of action and potential risks
• undertake special projects and/or research and analysis, and prepare reports and recommendations
How do I qualify?
• You are able to obtain provincial security clearances; federal security clearances may be required for certain projects or incidents
• You have a valid Ontario class G driver's licence (or equivalent) to be able to access sites that may not be accessible by public transit
• You are able to wear a uniform and personal protective equipment in accordance with the Occupational Health and Safety Act
• You are willing to work irregular and extended hours, particularly during emergencies, and be on-call on a regular basis, often on short notice
• You are able to travel within Ontario and occasionally to other provinces, territories and the USA
Emergency Management and Experience
You have demonstrated knowledge, gained through education, training and experience, of:
• emergency management theory, research, issues, doctrine, and legislation (i.e. Emergency Management Framework for Ontario, Emergency Management and Civil Protection Act, Ontario Regulation 380/04, Order-in-Council 1157/2009, the federal Emergency Management Act) to assist and advise communities, senior management, and stakeholders on emergency responses and to develop emergency plans, and effective PEOC training and education
• plans, procedures and best practices (including, but not limited to, the Provincial Emergency Response Plan, the Provincial Nuclear Emergency Response Plan, the Ontario Mass Evacuation Plan: Far North, the Joint Emergency Management Steering Committee Service Level Evacuation Standards, various ministry Order-in-Council plans, etc.)
• nuclear emergency response, including roles and responsibilities of the PEOC, ministry, provincial, federal and nuclear facility partners and stakeholders for nuclear facility incidents and other radiological incidents
• Ontario Hazard Identification and Risk Assessment for developing and maintaining situational awareness and analysis of threats
• Provincial ministry roles, responsibilities and capabilities for emergency management and continuity of operations
• Federal and provincial resources and teams, their roles, responsibilities and capabilities (including, but not limited to, Ontario Fire Marshal Fire Investigation services, Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) teams and Heavy Urban Search and Rescue (HUSAR), Emergency Medical Assistance Team (EMAT), Canadian Rangers, Canadian Armed Forces, Natural Resources Canada, etc.)
• Ontario's Critical Infrastructure Assurance Program and roles, responsibilities and capabilities of Critical Infrastructure sector partners
• First Nations emergency management planning and response factors and considerations such as risks, hazards, operating environment, roles and responsibilities and capabilities of key partners
• You have analytical skills to conduct research, develop plans and procedures as well as assess exercises and training.
• You can assess potential or actual emergency situations, and conduct hazard identification and risk assessment.
• You can provide advice, options and recommendations, identify gaps in response and provide appropriate options, and anticipate consequences and future needs.
• You have the ability to apply knowledge, judgement, and common sense in provision of advice in emergency situations, and assess interconnections and impacts between organizations with different mandates and responsibilities.
• You can accurately communicate relevant information to other responders, organizations and superiors.
Communication and Interpersonal Skills
• You have superior oral and written communications skills to convey complex ideas, and develop communication materials (i.e. briefing notes, business cases, etc.) and presentations.
• You have strong relationship-building, interpersonal and political acuity skills to maintain positive working relationships with staff, management, and a wide array of internal and external stakeholders across all levels of government, industry and the private sector.
• You have the ability to facilitate stakeholder meetings, and to address stakeholder issues or needs.
• You have an understanding of adult education and training principles, practices and program management.
• You demonstrate cultural awareness and sensitivity when working with people of diverse cultural backgrounds.
Planning and Program/Project Management Skills
• You can use your critical thinking skills to apply knowledge of hazards, risk assessments, roles, responsibilities and capabilities, situational factors and variables to understand situations, recognize organizational and program interdependencies, conduct ad-hoc or deliberate planning, make decisions, and develop courses of action.
• You have knowledge of operational planning, incident action planning, and contingency planning.
• You have demonstrated knowledge of, and experience with, project management processes and principles.
• You have organizational skills to plan and schedule activities.
• You have a comprehensive, advanced understanding of Microsoft Office suite of applications, database systems, internet research, telecommunications systems (landline, cell phone, satellite phone, GPS units), Geographic Information Systems (GIS), and audio/visual technologies.
A one-hour 'optional' virtual information session will be held on Thursday, October 14, 2021 at 7:00 pm via a Teams meeting for interested applicants.
