Program Manager - Canada Program

Reporting to the Canada Director, the Program Manager is responsible for leading and supporting CFTC community-based team members and partners in Indigenous communities across Canada. You will help to ensure the Canada programs strategy is implemented effectively. You will work closely with local partners and staff to initiate, implement and evaluate community-led initiatives that result in improved food and nutrition outcomes for youth and children.

This position requires a motivated, disciplined and values-based leader who is passionate about food security and sovereignty and child wellbeing issues in Canada and is excited to help take programming to a new level.

CFTC’s Canada country office is located in Winnipeg, the largest city in the province of Manitoba. The city has a rich cultural environment and a vibrant Indigenous community. The office is located on original lands of Anishinaabeg, Cree, Oji-Cree, Dakota, and Dene peoples, and on the homeland of the Métis Nation.

Key Responsibilities:

 Community Program Management:

  •  Support innovative community-led program development and implementation with a variety of partners;
  • Travel to communities and project areas to support start up, implementation, monitoring and evaluation of programs;
  • Guide strategy and program development through direct knowledge of Indigenous frameworks (e.g. UNDRIP and the TRC Calls to Action);
  • Ensure systems are in place to monitor, evaluate and report on programming results;
  • Incorporate continuous learning into program design and implementation;
  • Support the development of the community team in the areas of community engagement processes and with project management skills;
  • Support the development of plans and budgets in assigned communities;
  • Remain informed of emerging political, social, economic, environmental issues and development contexts in the communities where CFTC operates;
  • Monitor expenses against budget from community programs and staff and ensure timely disbursement of funds to the community staff and partners ;
  • Build and manage relationships with donors and partners, Indigenous community organizations and leadership, nonprofit leadership;
  • Support special events, field visits and communication initiatives;
  • Support the CFTC Development Team through the provision of timely information and reports to donors.  Further support the Development Team in efforts to attract additional funding and donor relationships through collaboration on plans and proposals.

Country Office Operations:

  • Ensure compliance with the CFTC Country Office Operations Manual and provide input into updating the Manual as required;
  • Support ongoing troubleshooting for all country office operations (administrative, financial, programmatic, etc.);

 Team Leadership:

  • Lead and support approximately 4-5 direct reports through performance management, coaching, accompaniment and capacity development;
  • Lead recruitment and onboarding of new team members.

Knowledge Management and Learning:

  • Foster a collaborative learning culture within CFTC projects/country programs;
  • Build internal and external capacity that strengthens Indigenous self-directed development;
  • Provide in-field start-up support and organize shared learning events for field and office staff.

Perform all other related duties as assigned.

What you’ll bring:

  •  5-8 years of experience working with Indigenous communities;
  • Knowledge of Indigenous history and culture;
  • Lived experience in an Indigenous community and knowledge of an Indigenous language an asset;
  • Knowledge of the principles of self-determined development and community-led development;
  • Knowledge and analysis of key development issues for Indigenous Peoples in Canada
  • Familiarity with food security-sovereignty in Canada an asset;
  • Demonstrated experience in project design, budgeting, management, monitoring, learning and reporting;
  • Excellent presentation skills;
  • Ability to build successful relationships and communicate to team and external networks;
  • Demonstrated organizational and administrative skills, ability to coordinate with multiple stakeholders and meet deadlines;
  • Demonstrated ability to facilitate and develop workshops and training on special topics;
  • Proven budgeting and financial reporting skills using Excel;
  • Strong research, writing and analytical skills in English for proposal and report writing;
  • Excellent communication skills with the ability to build successful relationships both internally and externally;
  • Previous experience leading teams required and specifically leading remote teams an asset
  • General interest in working on international programming with other CFTC country offices;
  • Previous work experience for a non-profit or community based organization is considered an asset;

Other requirements:

  • Ability to travel in Canada up to 35%, for up to three weeks at a time;
  • Ability to travel internationally from time to time;
  • Ability to work flexible hours from time to time, particularly during peak seasons;
