Chief Financial Officer and Director, Corporate Services

Halifax Water is an autonomous self-financed utility, regulated by the Nova Scotia Utility & Review Board. Incorporated under the Halifax Regional Water Commission Act, Halifax Water is the municipal water, wastewater and stormwater utility serving the residents of the HALIFAX and is a joint stock company with HALIFAX deemed as its sole shareholder. With water, wastewater and storm-water governance established under the purview of the Halifax Water Board of Commissioners and the Nova Scotia Utility and Review Board, the focus of Halifax Water is to renew aging infrastructure, comply with new Federal wastewater regulatory requirements and position the utility for service and growth.  Current annual revenues are approximately $140 million, with capital budgets ranging from $70 million - $120 million per year and a net asset base of approximately $1.4 billion.

Reporting to the General Manager, the Chief Financial Officer/ Director, Corporate Services (CFO/DCS) is responsible for leading and developing all fiscal and corporate functions and policies for Halifax Water including finance and accounting, metering & billing, procurement, customer care, and pension administration. As part of the Executive team, the CFO/DCS will manage all associated staff, ensuring adherence to established policies, procedures and guidelines, while focusing on continuous improvement and ensuring the long-term financial integrity and viability of Halifax Water within the framework of its shareholders, regulators and stakeholders. You will develop and oversee annual capital and operating budgets;  review, implement and manage external contracts with key service providers such as banking, audit and actuarial services, pension trust services, prepare and present financial reports to the Board, General Manager and external regulators; work collaboratively with your peers on the senior management team and with the Board. You will consistently provide reliable advice, accurate analysis and good judgment and make sound recommendations upon which significant business decisions can be made for ensuring optimal services to the citizens of HALIFAX.

The ideal candidate has a degree in business or public administration, a CPA designation and at least 10 years of successful and progressive leadership experience, preferably within a regulated environment. You are committed to providing a high level of service to customers. You have excellent financial and business acumen and expertise in finance, corporate services, people management and administration. You have a proven track record of developing and successfully executing strategic plans and large complex budgets; deep knowledge of financial management and accounting standards, as well as ERP and business systems necessary to successfully operate a regulated utility; demonstrated ability to work closely and effectively with a broad range of stakeholders; excellent financial reporting and presentation skills; an effective communicator who can formulate and deliver financial information and analytics in a clear and concise manner. Experience in developing or administering regulations or by-laws would be considered an asset, as would designations or certifications in pension administration and trust management.
