AREA OF RESPONSIBILITY:
Reporting to the Commissioner, Community Services, this senior position is responsible for leading the division, overseeing the development of policies, guidelines and standards related to the parks maintenance and operations division and conducts special studies. Liaises with members of Council, departments and the general public regarding parks related matters. Preparation of the annual operating & capital budget and forecasts related to parks as authorizing capital projects. Provides strategic direction for the decision to raise and maintain the profile of this community resource.
Strategic leadership: Leads direct reports to develop a wide range of short-term and long-term projects and initiatives as it relates to the maintenance of parks, cemeteries, infrastructure forestry, and horticulture, approved Term of Council Priorities and other strategic plans. Establish annual goals based on service delivery and staffing needs. Proactively makes plans to support emerging needs and interests, and capitalizes on market opportunities. Develops and maintains the service plan to ensure it reflects changing patterns of demands and operational activities, ensuring appropriate allocation of operational and staff resources at all times. Maintains and seeks to continuously improve the quality of life for residents of the City through development, implementation and care of shared community outdoor spaces.
Staff leadership: Leads a management team focused on implementing the division’s strategies, in alignment with the vision and values of the City and Term of Council Priorities. This includes the teams responsible for Parks Planning and Development, Parks Maintenance, Parks Administration, Forestry, Horticulture and Cemetery Services. Responsible for setting overall direction and vision; coaching, guiding and evaluating staff; ensures necessary controls are in place to minimize risk and maximize performance, including standard operating procedures, and quality assurance programs. Handles escalated performance management issues and seeks opportunities for ongoing staff development and training. Familiar with working in a unionized environment governed by collective agreements. This position guides and inspires a dedicated workforce in their efficient delivery of these municipal services and helps foster a workplace culture founded on diversity and inclusion for all staff
Customer Service: Responsible for building and maintaining a work environment that is resident-centred and where a customer service orientation is strongly held. Sets competitive service levels and monitors productivity levels. Recommends changes and expansions to services and/or park lands in the interest of leisure and community use public spaces for citizens. Is ready to be involved in escalated issues.
Senior project management: Oversees all major capital projects within the division and ensures adequate resourcing and completion on time, on spec and on budget. Effectively negotiates analyses and resolves contract issues. Complies with, analyses and interprets regulatory or legal standards and ensures proper and effective reporting, communication and consultation is completed for each project.
Stakeholder relationships: Facilitates collaboration and interaction by building and nurturing strong relationships with business leaders in the private sector and external planning agencies to drive opportunity for private investment and ongoing parks development. Participates as an active member of the Leadership Team, and provides professional advice, strategic direction and recommendations to City Council, staff and members of the public.
Operation Strategy: Develop policies for the assumption of park land from developers in conjunction with other departmental stakeholders. Ability to act quickly, provide direction and make decisions when it comes to changing and urgent operational needs.
Change management and business development: Facilitate and implement conversations and processes to gather information regarding the direction of the division and changing community needs. Provide direction to Managers on implementation planning to support changes that meet emerging community needs. Champions critical thinking, progress, diversity and efficiencies with the ability to make timely decisions. Analyzes complex issues related to Parks, Forestry and Cemeteries in order to develop sound conclusions, make recommendations and apply a sound course of action. Fosters and builds meaningful relationships with key partners and stakeholders in order to drive innovation, customer service and efficiency.
Financial Accountability: Responsible for preparing, submitting, reporting on and managing a multi-million dollar operating budget. Effectively implements processes and policies to ensure good financial stewardship across the Division. Endeavours to seek out partnerships and opportunities that result in value for money for the residents of Brampton. Presents important and sometimes confidential financial data to senior leaders and Council when making recommendations for decision making. Prepares and speaks to variances and forecasts effectively and meaningfully.
Communication & Reporting: Reviews, prepares and finalizes reports and delivers presentations to Council and Senior Leaders. Provides information, explanation and rational for recommendations. Establishes long term studies to determine ongoing changes required by the Division and other stakeholders that will work toward meeting the changing need of the community and residents.
Participates as a member of the Departmental Leadership Team:. Provides input and expertise to strategic and business planning and budgeting exercises. Participates in the presentation of the yearly budget requests to the Budget Committee. Represents the Division on departmental/corporate committees and external committees with other levels of government and planning agencies. This position is a key subject matter advisor to the Commissioner, CAO and Council, recommending policies, plans, and programs that will benefit the City of Brampton by being strategic, innovative, practical and fiscally sound.
Post-secondary degree/diploma in Horticultural Science or an equivalent field of study is required.
8 to 10 years progressive experience in a parks operation and urban design environment
A minimum of 5 years of experience managing staff in a unionized environment and a demonstrated ability to coach, lead and develop employees; experience in a Municipal environment is an asset
Project management skills and experience are preferred; Project Management Professional (PMP) Certification is an asset
Experience in budget preparation and monitoring and an understanding of financial controls and the audit process
Ability to interpret and apply related legislation and policy and continuously remains current of upcoming changes and implications to the Division and Corporation
Knowledge of municipal urban planning is an asset
Exceptional interpersonal and communication skills along with superior report writing and presentation skills
Demonstrated ability to articulate a vision, develop short and long-term targets and strategies, and to effectively manage multiple priorities and projects of varying size, scope and diversity
A strong sense of political acumen, with the ability to build trust and credibility with key stakeholders and manage competing priorities
Well-developed computer skills for report writing and a working knowledge of relevant software programs
