Job Summary

Reporting to the Senior Manager, Employee and Labour Relations, the Human Resources Business Partner Manager, will facilitate, develop and implement strategic Human Resources support for Corporate Services, Planning and Building departments, the City Manager’s office, Mayor’s office and Councilor’s office.
This role will provide senior-level consultation, interpretation and direct employee and labour relations services to a portfolio of divisions. You will work with senior leaders to strategize and develop corporate goals and initiatives.

Duties and Responsibilities

• Provide support in employee and labour relations matters, corporate initiatives, committees, workforce planning and other human resource initiatives.
• Collaborates and consults with management on complex employee relations matters by conducting effective, thorough, and objective workplace investigations and providing solutions in accordance with City’s guidelines and practices
• Serves as the chief spokesperson in collective bargaining.
• Mentor and coach Business partners /managers, and support staff by providing advice, developing recommendations, implementing solutions and ensuring quality in service delivery.
• Collaborates and partners with HR centers of expertise to drive positive change within the organization
• Drives the annual performance review process and works with management to develop resulting actions. Ensures the performance development process is implemented efficiently and effectively.
• Acts as a consultative partner for all employees to develop a unified culture that inspires and fosters high performance, innovation and retention of employees.
• Builds collaborative relationships with clients to deliver key activities.
• Provides input into design, development, and implementation of various HR programs and services in partnership with the HR Leadership.
• Supervises a team of Human Resources Business Partners responsible for providing day-to-day client support.
• Leads improvement opportunities for operational effectiveness, escalates key issues and enables problem solving.
• Monitors operational/program performance; provides status updates and reports on operational/program metrics
• Consults and coaches all portfolio(s) staff on strategic People and Culture issues and solutions, and supports them in understanding policies and addressing complex employee issues. Contributes perspective and opinion that is valued by the client groups
• Guides client groups in strategic workforce planning
• Takes part in HR projects as required

Skills and Qualifications

• A University degree in the field of HR management, business, industrial relations or related discipline or equivalent combination of education and experience with at least 5 years of Human Resources consulting experience including in a management role.
• Experience managing a team HR professional staff and overseeing responsibilities as required.
• Thorough knowledge of employment and related legislation (e.g. Occupational Health and Safety Act, Human Rights Code, Employment Standards Act), equity principles and sound human resources practices.
• Experiencing acting as the chief spokesperson in collective bargaining and at grievance hearings
• CHRL designation an asset.
• Demonstrated experience in providing strategic HR support to internal clients.
• An ability to exercise sound judgment and make decisions; bring issues to resolution.
• Ability to take initiative to identify and anticipate client needs and make recommendations for implementation.
• Efficient HR administration and people management skills.
• Excellent knowledge of HR functions and best practices
• Excellent communication and interpersonal skills with consultative approach
• Works comfortably under pressure and meets tight deadlines
• Remarkable organizational, negotiation and conflict management skills
• Strong decision-making and problem-solving skills
• Strong attention to detail. Be self directed and motivated.
• Other duties as required.
