Your Opportunity:
The Manager, Talent Acquisition, Learning & Inclusion is responsible for planning, developing, designing and implementing a range of programs and processes related to recruitment, retention, equity, diversity, inclusion, succession planning and learning & development. The incumbent will leverage their knowledge of workforce planning and strategic planning to elevate recruitment and sourcing initiatives to attract talent, create an exceptional candidate experience, and build a sustainable talent pipeline.
Education and Experience:
A Bachelor’s degree in Business Administration or Organizational Behaviour with a Human Resources major or related field is required. A minimum of seven years’ experience in a similar role is required with a minimum of two years’ experience in a supervisory role. A Chartered Professional in Human Resources (CPHR) or Registered Professional Recruiter (RPR), designation required. Formal education and experience in active engagement with the principles of EDISJ in employment and proven experience working within a complex multi-union environment considered an asset. Or an equivalent combination of education and experience.
Functions and Duties:
Leadership
Provides input into the development of short and medium range plans and annual operating and capital budgets for the responsibility area in keeping with division requirements.
Designs, develops, and maintains relevant HR policies and procedures that support the efficiency and effectiveness of organizational objectives and goals.
Spearheads new and ongoing initiatives, such as the employee engagement survey.
Acts in a project management capacity on various project teams, which may include managing multiple projects, deliverables, milestones, schedules, and budgets. Lead project meetings, develop scope of work and project requirements with stakeholders and perform other project-related duties as appropriate.
Represents the College on committees and at conferences and sectoral meetings.
Learning & Development:
Collaborates with stakeholders across the College to design, implement and deliver learning programs such as leadership development.
Develop and maintain succession planning strategies and action plans for the College.
Embed the College’s Leadership Competencies into development activities.
Provide teambuilding support and facilitation to departments throughout the College.
Manage the People Services lunch and learn sessions on a variety of HR topics.
Develop the People Services content for the training & development employee platform, liaising with IT and the Manager
Equity, Diversity & Inclusion:
Develops and leads the implementation of the People Services EDISJ Plan, identifying opportunities to embed EDISJ work in the activities of the department.
In collaboration with Indigenous Services support the rollout of cultural awareness training to all employees and embed in the on-boarding process for new staff.
Collaborate with the EDISJ Project Group in the design and delivery of College wide diversity and inclusion programs, including professional development, that strengthen the College’s ability to create and sustain an inclusive workplace.
Lead the People Services response to accessibility needs for employees.
Participate in the development and implementation of the College’s EDISJ Strategy and action plan.
Identify gaps in employment policies and procedures that need to be addressed to support a more equitable and inclusive workplace, lead the development and implementation of new employment policies and procedures as necessary.
Recruitment & Retention:
Creates and implements innovative recruitment strategies including interview process, guides, assessments, policies and procedures and other tools to ensure the College recruits diverse and excellent candidates.
Supports recruitment for difficult to fill positions by developing targeted recruitment approaches.
Supports the sourcing of candidates through various channels, planning interview and selection procedures and hosting or participating in career events.
Develops long-term employee recruiting strategies and nurture trusting relationships with potential hires.
Manages the recruitment budget, liaising with People Services Business Partners to ensure effective utilization.
Develops and implements work-force planning and succession planning frameworks.
Develops and implements recruitment focused education and training workshops on a variety of topics such as bias training, best practices in recruitment etc.
Identifies, develops, and maintains tools that support effective employee on-boarding.
In collaboration with College Relations, develops and implements an institutional employee brand that fully aligns with OC’s strategic plan.
Reviews, recommends, and assists in the implementation of changes to the People Services website to ensure the best candidate user experience.
Identifies, develops, and implements approaches such as exit interviews, and the employee engagement surveys that provide insight into the experience of employees and supports the development of approaches to enhance employee engagement.
Identifies and monitors key performance indicators related to recruitment and retention.
Skills and Abilities:
Sound knowledge of the Employment Standards Act, Labour Relations Code, Human Rights Code and Freedom of Information & Protection of Privacy Act
Demonstrated experience with developing and implementing equity, diversity and inclusion initiatives
Advanced knowledge of recruitment practices and selection techniques
Proven ability to lead in the development of a service-oriented program
Ability to foster strong effective working relationships, both internal and external, at all levels
Demonstrated project management skills
Demonstrated commitment to equity, diversity, inclusion, and social justice
Strong analytical skills and creative problem solving
Excellent research skills with ability to synthesize data/information and develop/deliver findings and recommendations
Ability to plan and think strategically
Must be flexible and able to manage high work volume and conflicting priorities with frequent interruptions to attend to matters of an urgent nature
Excellent computer skills with proficiency using Microsoft Office, HRIS and similar complex databases, as well as the ability to generate and analyze reports and to resolve difficulties with computer input and retrieval
High degree of business acumen
Excellent oral and written communication skills
