The Treasury Board Secretariat (TBS) welcomes you to apply to this unique opportunity as Director, Financial Reporting and Fiscal Support within the Office of the Provincial Controller Division (OPCD), where you will provide executive leadership and oversee the preparation of the Public Accounts of Ontario in order to provide financial transparency for the people of the province.
As the Director, you will provide strategic leadership to a management team and financial staff that support preparation of the Public Accounts, as well as advise on compliance and accounting practices and standards. You will create and foster relations with various stakeholders, including, but not limited to, various ministries and the Office of the Auditor General. As a member of the Division’s senior management, you do not shy away from difficult decisions and conversations, and are able to develop strategic solutions to complex financial issues that impact the Public Accounts. As part of the Ministry's leadership team, you will lead and be accountable for fostering an anti-racist and inclusive workplace, where all staff feel safe, and supported and can fully contribute and progress in their careers.

What can I expect to do in this role?
Reporting to the Assistant Deputy Minister, you will:
- Provide executive leadership and direction to the preparation of various public financial reports that support transparency and trust in public finances Provide leadership and direct the consolidation, review and analysis of submissions from all consolidated organizations as part of the multi-year fiscal planning and reporting processes Provide strategic leadership to the preparation of financial information for government sponsored pensions and employee benefits that are publicly reported Support development of the Pre-election report in various financial areas for the review of the Office of the Auditor General prior to a general election Build and maintain strategic relationships with the Office of the Auditor General, Treasury Board and the Ministry of Finance, among other key sector stakeholders Provide leadership and oversee modernization of activities within the branch Provide expertise and advice on issues impacting various areas of financial reporting Provide leadership to the branch management team and set expectations to fulfill organizational responsibilities Direct the branch’s financial and material resources, including, but not limited to, developing branch budget estimates, monitoring/controlling expenditures and delegating financial authority to managers
How do I qualify?
- A professional accounting designation (CPA) is required

Communication and Stakeholder Relations
- You have strong negotiation and conflict management skills to navigate potential conflicts and facilitate solutions amongst high-profile stakeholders with divergent perspectives You are skilled at providing advice and briefings regarding issues, negotiations and agreements to senior executives or officials You demonstrate excellent interpersonal skills and experience dealing positively with others in high-stake situations You have experience managing complex labour relations and human resources matters in a strategic, fair and equitable manner You have the ability to build and maintain relationships with the Office of the Auditor General
- You can maintain and apply a broad understanding of financial management/accounting principles You have the ability to understand how financial information is used to guide government decisions You can utilize modern controllership principles to ensure effective operations and delivery of external financial reporting You have the ability to recognize and apply financial information to manage resources to achieve results
Salary: $130,930 - $176,820 Per Year
