Job Summary

Reporting to the Manager, Financial Strategies, the successful candidate will be the team lead to manage development financing (development charges (DC), cash in lieu (CIL) of parkland charges, community benefits charges and all related collections) and to ensure that all legislation related to these charges are followed on behalf of the City. The role willalso be responsible for the development of Development Charges strategy, and will o versee the Development Financing billing and collections which includes the issuance of DC/CIL invoices, collection of these payments, preparation of DC deferral agreements and responses to developer queries related to the charges.

Duties and Responsibilities

    • Updates the Development Charges Background study every five years or as required by legislation and produce a new by-law for Council approval.
    • Reviews the Community Benefits Charges Strategy and by-law and update as needed.
    • Develops/ updates the DC strategy
    • Oversees the Development Financing billing and collections which includes the issuance of DC/CIL invoices, collection of these payments and preparation of DC deferral agreements.
    • Responds to developer queries related to charges.
    • Interprets development legislation, in coordination with Legal Services, providing advice to senior management
    • Oversees the reporting and forecasting of the City’s Development related revenues.
    • Reviews capital budget for DC eligible projects, oversees DC/CIL 10-year forecast.
    • Leads a team of professionals to achieve divisional and City initiatives while completing all necessary management functions including planning, staffing, and performance reviews.


Skills and Qualifications

  • Post-secondary education in Business Administration, Finance, or a related field; professional accounting designation (C.A., C.G.A. or C.M.A.) would be helpful.
  • Experienced in the public sector, knowledge of legislation such as the Development Charges Act and Planning Act along with related regulations.
  • Understands related by-laws City and Region and be able to draft by-laws, policies and procedures.
  • Proven track record of partnering and influencing to drive results.
  • Attention to detail to ensure delivery of quality materials to a senior management audience.
  • Superior oral and written communication skills to present relevant information to Council or senior management in a compelling, succinct and diplomatic manner.
  • An attitude of continuous improvement and learning, while embracing successes and failure to devise alternate approaches.
  • Motivates and manages staff to achieve team and divisional goals, encouraging them to pursue challenges and develop professionally.
