Job Summary

Under the direction of the Supervisor, Signs and Pavement Markings, the successful candidate will assist in the supervision of in-house and outsourced resources in the effective implementation of traffic measures throughout the City’s road and trail network to ensure the safety of the travelling public.

Duties and Responsibilities

  • Assist in supervision of in-house and outsourced activities and resources including prioritizing, organizing, scheduling, assigning, monitoring, budgeting and evaluation of sign manufacturing and maintenance, pavement marking activities, parking meter collection and maintenance, and speed and volume data collection.
  • Provide leadership, supervision, mentoring, coaching and training to full time and temporary/seasonal staff.
  • Assist/manage staff issues including hiring, evaluation, investigations and performance/behaviour improvement including progressive discipline.
  • Prepare detailed activity documentation for staff/equipment time and materials used.
  • Ensure all work is performed in accordance with Council approved service levels and industry best practices, and in compliance with City policies/procedures and Provincial/Federal legislation.
  • Respond within service levels to service requests from residents, mayor, councillors, senior management, internal departments and external agencies.
  • Ensure compliance and assisting in provision of staff training of sign, pavement marking and parking meter operations and maintenance in accordance with Occupational Health and Safety Act, Highway Traffic Act and Ontario Traffic Manual guidelines.
  • Order materials/supplies to ensure productive performance of regular maintenance operations.
  • Assist in maintaining and tracking sign and pavement marking asset inventories including condition inspections and minimum maintenance standards.
  • Assist in development and presentation of standard operating procedures and "tailgate/tool box" topics.
  • Assist in preparation of reports or written responses on public complaints and traffic issues relating to signs and pavement markings.
  • Respond to requests for documentation for examination for discovery cases and participate as required.
  • Perform site inspections, investigate service requests and incidents/accidents, and assist/prepare reports and responses on same.
  • Monitor right of way including investigating, identifying, reporting and making safe as required infrastructure deficiencies.
  • Perform physical skills in performance of responsibilities and maintenance of infrastructure, including in all weather conditions.
  • Liaise with internal and external stakeholders as required.
  • Assigned Duty Person on call rotation year round 24/7 to manage scheduled and non-scheduled activities, including winter operations.
  • Assigned shift and overtime work outside regular day shift hours.
  • Perform other related duties as assigned.


Skills and Qualifications

  • Successful completion of three (3) year Community College program in civil engineering, transportation/traffic engineering or related discipline.
  • Certified Engineering Technician (C.Tech.) designation with Ontario Association of Certified Engineering Technicians and Technologists (OACETT)
  • Certified Road Supervisor (CRS) designation with Association of Ontario Road Supervisors (AORS) considered an asset.
  • Minimum three (3) year’s municipal supervisory/leadership experience in traffic management, engineering, construction or operations in a unionized environment.
  • Candidates not meeting some or all of the above criteria may be considered based on an acceptable equivalent of related municipal experience and education but must commit to pursuing and achieving required professional designations within a specified timeline, all as determined by the City.
  • Demonstrated competency in leadership, supervision, mentoring, coaching, training, communication, accountability, diplomacy, customer service, continuous improvement and the City’s core values - Trust, Quality and Excellence in a results-oriented environment.
  • Demonstrated competency with Microsoft Office programs and other City applications.
  • Demonstrated knowledge and understanding of all aspects of traffic engineering practices, including operations and maintenance involved with signs and pavement markings.
  • Demonstrated knowledge of all applicable acts, by-laws, regulations and standards, including Occupational Health and Safety Act, Highway Traffic Act, Ontario Traffic Manuals, etc.
  • Demonstrated understanding and execution of collective agreements, City policies/agreements and Provincial/Federal legislation.
  • Demonstrated competency in working in a team environment with internal and external stake holders.
  • Demonstrated competency in pro-active approaches, LEAN process improvements, multi-dimensional thinking and problem solving, and multi-tasking.
  • Must have valid Province of Ontario driver’s license in good standing with a personal vehicle available for City use.
  • A reference check including review of employee file will be conducted.
