THE ORGANIZATION: WESTBANK FIRST NATION
Located in south central British Columbia, Canada, Westbank First Nation is a self-governing First Nation located on the traditional, unceded territory of the Syilx Okanagan people. One of eight Okanagan Nation communities, the Syilx people are a division of the Interior Salish who speak the nsyilxcən language and have inhabited the valley for thousands of years. The Sylix traditional territories extend from the south central interior of B.C. to north central Washington State.

Comprised of five reserves totaling approximately 5,340 acres, Westbank First Nation operates just like any other municipality, while constantly seeking ways to incorporate Syilx culture into its system of governance through perseverance, leadership, and community. Tsinstikeptum Reserves 9 and 10 border Okanagan Lake and are in close proximity to the City of Kelowna, one of the fastest growing cities in British Columbia. Westbank First Nation has implemented one of the most comprehensive sets of community laws in Canada that cover the development and regulation of reserve lands, with approximately 40% of reserve lands being developed and fully serviced with cable, water, sewer and other utilities. THE OPPORTUNITY: DIRECTOR OF HUMAN RESOURCES
The Director of Human Resources is responsible for providing leadership and strategic direction to the Human Resources (HR), Payroll, Occupational Health & Safety (OHS) and Administration teams. The position is accountable for developing department strategies and providing sound advice to senior management on all related subjects. The goal is to ensure that all HR, Payroll, OHS and Administrative needs of Westbank First Nation (WFN) are being met and align with the organization's strategic plan. This person will oversee three (3) direct reports and a total team of fifteen (15).

Specific Responsibilities
• Develops department strategic plan by establishing department accountabilities, including: recruitment, compensation, health and safety, training and development, wellness, succession planning, employee relations and retention, labour relations, administration and establishes department objectives in line with WFN’s strategic direction,
• Builds trusting relationships across the organization through deep knowledge and understanding of the organization,
• Enhances the organization’s human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices,
• Advises employees and supervisors regarding performance and disciplinary issues, administers progressive discipline, listens to employee and supervisor concerns, conducts investigations as needed, and recommends a plan of action,
• Partners with senior management to understand long-term objectives, identify areas for opportunity in the ongoing development of WFN’s organizational structure,
• Manages the compensation program by ensuring competitive structures and conducts on-going analysis to ensure overall competitiveness and consistent approach to pay decisions for all levels across WFN,
• Promotes a safe workplace by managing the safety team and supporting the implementation of a safety program to control risks and ensure compliance,
• Assesses and identifies WFN’s training and development needs, and oversees the effective coordination of the training programs,
• Oversees the development and implementation of WFN’s performance evaluation program and provides advice and recommendations to management and staff,
• Oversees and provides leadership for the implementation and maintenance of the Human Resource Information System,
• Develops, reviews and administrates the department Strategic Plan,
• Plans, administers, and monitors budgets for the department,
• Develops, builds capacity, and mentors staff through delegation of responsibilities, regular feedback, performance management, succession planning, training and development,
• Develops and maintains an employee-oriented culture that emphasizes continuous improvement and high performance,
• Acts as a change agent and looks for new ways to measure employee morale and determine methods for improving overall employee satisfaction,
• Leads the health and wellness program, using creativity to develop and implement new initiatives that are dedicated to the well-being of WFN’s workers,
• Ensure WFN adheres to the Canada Labour Code, Canada Labour Occupational Health and Safety Code, Canadian Human Rights Act, amongst WFN’s relevant laws,
• Attends and presents at Council and HR Committee meetings as required,
• Cultivates professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies,
• Performs other duties and responsibilities as necessary in the performance of the position, and as assigned by the CAO/Director of Operations,
• Maintains a high level of confidentiality and uses discretion on all matters relating to the affairs of the Westbank First Nation.

THE PERSON
Education / Training / Certification
• Bachelor’s degree from a recognized university or equivalent in Human Resources or related field,
• CPHR or equivalent designation strongly preferred.

Experience
• 10+ years of progressive Human Resources experience,
• 5+ years of previous leadership responsibility,
• Proven experience in developing strategy, programs, and policies relating to human resources and Occupational Health and Safety,
• Broad knowledge and experience in OHS, employment law, compensation, organizational planning, organization development, employee relations, safety, and training and development,
• Previous experience working in a local government or First Nation environment is considered an asset.

Other Qualifications, Knowledge & Skills
• Strong senior administration, leadership and management skills including strategic planning, policy development and change management,
• Proven leadership abilities including developing and motivating staff at all levels,
• Demonstrated ability to increase productivity and continuously improve methods, approaches, and departmental contribution while remaining cost-sensitive,
• Thorough knowledge of Canadian federal employment, Canada Labour Program,
• Excellent interpersonal and customer service skills, with ability to interact with employees at all levels of the organization as well as build and maintain strong working relationships,
• Capable of taking initiative, making proactive decisions, and anticipating next steps,
• Experience as a trusted resource as a member of a senior-level executive team,
• Strong facilitation, coaching, mediation, negotiation and conflict resolution skills,
• Demonstrates a high degree of confidentiality in interpersonal interaction.
