THE ORGANIZATION: WESTBANK FIRST NATION
Located in south central British Columbia, Canada, Westbank First Nation is a self-governing First Nation located on the traditional, unceded territory of the Syilx Okanagan people. One of eight Okanagan Nation communities, the Syilx people are a division of the Interior Salish who speak the nsyilxcən language and have inhabited the valley for thousands of years. The Sylix traditional territories extend from the south central interior of B.C. to north central Washington State.

Comprised of five reserves totaling approximately 5,340 acres, Westbank First Nation operates just like any other municipality, while constantly seeking ways to incorporate Syilx culture into its system of governance through perseverance, leadership, and community. Tsinstikeptum Reserves 9 and 10 border Okanagan Lake and are in close proximity to the City of Kelowna, one of the fastest growing cities in British Columbia. Westbank First Nation has implemented one of the most comprehensive sets of community laws in Canada that cover the development and regulation of reserve lands, with approximately 40% of reserve lands being developed and fully serviced with cable, water, sewer and other utilities. THE OPPORTUNITY: IT MANAGER
The IT Manager provides strategic direction on how to maximize technology for WFN to deliver services to its Members and the community, with a strong focus client support and value added services. The IT manager also manages and oversees the IT services technical team involved in the procurement, deployment, and ongoing maintenance of WFN’s computer network, business systems, and related infrastructure. The IT Manager provides a clear vision of IT to facilitate the organization’s use of technology moving forward with a strong focus on client support and value-added services. This person will oversee two (2) direct reports.

Specific Responsibilities
• Establishes and delivers the Information Technology strategic plan for WFN,
• Direct a team that provides ongoing computer and network support to Westbank First Nation and its entities; the scope of which includes the Government Services (Lindley) Building, Community Services, Health & Wellness, Youth Center, Sensisyusten House of Learning, Elders Hall, Museum, Westbank Child Development Center, the Russell Building and Public Works,
• Maintain financial objectives by forecasting requirements, preparing an annual operating budget and five-year capital budget, scheduling expenditures, analyzing variances, and initiating corrective action,
• Recommend technology strategies, policies, and procedures by evaluating organization workflows, identifying problems, and anticipating requirements,
• Manage WFN IT help desk providing onsite, phone and remote access support to users for various computer related issues,
• Direct and manage repairs and maintenance to computer, network, communications, and peripheral equipment,
• Direct and manage database support and maintenance on WFN systems,
• Direct and manage backups of data and test restores on a regular basis,
• Manage and maintain an effective server room environment in the locations where servers are located,
• Manage and maintain effective network cabling and wireless communications infrastructure at required WFN locations,
• Recommend and procure necessary technology (computer hardware, software, network components, communications gear etc.) as required,
• Manage base line analysis on server and network equipment,
• Maintain an updated inventory of equipment, software, and licenses for software,
• Maintain a lease and purchase schedule for technology acquisitions,
• Manage regular maintenance of WFN server systems,
• Manage security of WFN systems by ensuring that WFN users have adequate access to their required computer resources and non-WFN users have their access revoked /removed upon notification from HR or WFN Director,
• Manage the archiving of removed user data,
• Coordinate vendors and third-party technicians for implementing equipment and software,
• Direct network and data security on an ongoing basis,
• Manage other projects as necessary in the performance of the position, and as assigned by the Chief Fi-nancial Officer,
• Collaborate and direct the creation of employee policies as they apply to technology,
• Perform all duties and responsibilities in accordance with Westbank First Nation policies, standards, and procedures, and as directed by the Chief Financial Officer,
• Maintain confidentiality on all matters relating to the affairs of Westbank First Nation.

THE PERSON
Education / Training / Certifications
• Diploma or certificate in IT Management,
• Diploma or certificate in IT Leadership or equivalent training/experience,
• Post-secondary degree/diploma in Computer Science or related discipline from a recognized institution,
• Successful completion of relevant Microsoft, VMware or CompTIA+ certification.

Experience
• Minimum of eight (8) years of computer data center management experience,
• Minimum five (5) years of demonstrated leadership supervisory experience in a large complex environment,
• Project management certification or equivalent experience,
• Prior experience with Microsoft client/server troubleshooting,
• Prior experience with computer (server and workstation) hardware and software troubleshooting,
• Previous experience in a Municipal environment preferred, specifically with government financial systems, records management systems, and a variety of health, wellness, education, asset tracking & GIS systems,
• Knowledge of standard accounting practices.

• Demonstrated leadership and relationship building skills with the ability to lead a team,
• Ability to establish the strategic vision for leveraging technology while also delving into the technical elements of the day to day operations of the Information Technology Department,
• Solid understanding and ability to manage computer workstations, servers, printers, network hardware and other computer related equipment,
• Manage IT team according to the established policies and practices of the organization,
• Ability to recruit, interview and select appropriate staff and third-party support,
• Ability to meet deadlines and multi-task in a fast-paced environment,
• Demonstrated problem-solving skills and approach,
• Demonstrated high level of commitment to superior client service and public relations,
• Ability to work independently and in a team environment to foster cooperation and consensus,
• Possess strong leadership skills in advancing and securing stakeholder buy-in for IT requirements,
• Ability to be flexible and open to changing environments and situations,
• Solid understanding of a Microsoft Windows desktop/server environment,
• Solid understanding of server virtualization in a corporate data center,
• Ability to communicate assertively and effectively, both verbally and in writing,
• Willing and able to work flexible hours, and able to manage major projects while still managing day to day operational issues,
• Must possess and maintain a BC Class 5 Driver’s license and clean driving record.
