Job Summary

The stormwater drainage system is one of the largest asset classes in the City with an estimated replacement value over $5 billion. As part of the Stormwater Service Area, the role is key in developing/redesigning business processes and reporting systems/protocols to meet strategic goals and objectives and program needs for the City’s stormwater infrastructure: storm sewers, stormwater management facilities and watercourses.

Duties and Responsibilities

Reporting to the Manager, Stormwater Assets & Programming, the position will:
  • Coordinate, prepare and present the Stormwater Asset Management Plan and related projects to meet the requirements of the Corporate Asset Management (CAM) office and applicable legislation
  • Develop/update existing asset hierarchies, state of infrastructure, risk frameworks and assessments, Levels of Service (LOS) including data requirements, gap analysis and formalize the collection and monitoring of performance, lifecycle management strategies, financial mitigation strategies and maturity assessments
  • Draft proposals, statement of works for consulting services and manage contract(s) and deliverables, as required
  • Coordinate the preparation of the annual stormwater capital plan and develop a risk based prioritization model for capital projects
  • Prepare and present corporate reports and presentations to internal/external clients, including other agencies, senior staff and Council, as required
  • Represent stormwater assets in the CAM Working Group and Regional Working Group to ensure alignment with service area/corporate goals and objectives
  • Champion change and research emerging practices to integrate asset management principles into stormwater programs (proactive management, understanding your assets, optimize lifecycle activities, optimal investment/replacement)
  • Lead the development and implementation of reporting forms/tools and align with other reporting needs such as Business Planning, Tangible Capital Assets (TCA), Financial Information Return (FIR), etc.
  • Develop protocols for data collection/quality, ensuring a continuous single source of data, ensuring processes/systems are maintained to effectively report asset data
  • Lead and support projects, develop systems/tools, strategies and frameworks through collaboration with managers and technical staff from various business units such as IT, Works Operations and Maintenance, Finance, Transportation Infrastructure Management, Capital Works, etc.
  • Perform other related duties as assigned


Skills and Qualifications

  • Degree from a recognized university in Engineering, Planning, Business or applicable education is required
  • Designation (or eligibility) as a P.Eng. with Professional Engineers Ontario or Registered Professional Planner (RPP) with the Professional Standards Board for the Planning Profession in Canada or applicable certification is an asset
  • Minimum 5 years of municipal asset management related experience is required; experience in the field of stormwater infrastructure asset management is an asset
  • Experience with standard office software (e.g. MS-Office) is required; knowledge with Geographic Information Systems (ie. Esri), project management and/or asset management software would be an asset
  • Asset Management or Project Management Professional (PMP) certification by the Project Management Institute (PMI) would be an asset
  • Demonstrated excellent project management, leadership, analytical, organizational and communication (verbal and written) skills
  • Proven ability to facilitate groups, lead a project team and to work independently
