Job Summary

Reporting to the Manager, Transportation Asset Management, in the City’s Transportation Infrastructure Management Section, this position will support the development, implementation and administration of the Asset Management Plan and 10-Year Capital Renewal Plan for major transportation infrastructure. More specifically, the position will be required to:

Duties and Responsibilities

Reporting to the Manager, Transportation Asset Management, in the City’s Transportation Infrastructure Management Section, this position will support the development, implementation and administration of the Asset Management Plan and 10-Year Capital Renewal Plan for major transportation infrastructure.

  • Develop, implement and maintain the City’s Asset Management Program for road related assets such as: noise walls, bridges/major culverts, road pavement, retaining walls, etc.; this includes the acquisition and use of specialized technology solutions and applications for the management of asset data.
  • Develop, implement, and manage projects for the collection of inventory and condition assessment data for road related assets such as noise walls, bridges/major culverts, road pavement, retaining walls, etc.; this includes procuring professional services for detailed condition survey projects to assess the state of road infrastructure, scrutinizing work performed and following through with approved recommendations;
  • Develop, administer and monitor the 10-Year Capital Renewal Program for assigned road related asset classes; input program information into spreadsheets to be uploaded to the City’s Capital Budget system (Questica);
  • Provide professional and timely responses to Customer Service requests and inquiries from Council via email, phone call, or in-person; this may require on-site visits to evaluate the nature of the concern and carry out any necessary investigations.
  • For the noise wall asset class, conduct on-site investigations and noise testing to assess current conditions and prioritize eligible noise wall retrofits.
  • Provide functional guidance and training to the Transportation Infrastructure Technologist for the development of asset management and capital program plans;
  • Lead the Capital Budget coordination process to ensure that projects from other business units and external agencies are identified with scope of work details; work with internal and external stakeholders to adjust schedules as needed in order to avoid conflicts;
  • Lead the procurement and management of professional services contracts;
  • Represent the Transportation Asset Management team at internal and external meetings;
  • Liaise with internal staff and external agencies and stakeholders to support the preparation of Capital Plans, Asset Management Plans, continuous improvement strategies and other initiatives;
  • Develop and advise on the City’s interest in Municipal Access Agreements (MAA’s) as they relate to potential impacts to City assets;
  • Prepare corporate and technical reports to secure funding for the 10-Year Capital Renewal programs for the assigned road asset class; prepare presentations and correspondence materials to communicate the Capital Program and asset management information to the public and members of Council;
  • Conduct research and keep current with new regulations, standards, technologies, and approaches towards the management of road related assets; recommend and initiate change once approved
  • Perform other related duties as assigned.


Skills and Qualifications

  • Post-secondary graduate from a recognized university with a degree in Civil Engineering, Transportation Engineering, or related engineering program and a registered P. Eng. designation in good standing with the PEO (or eligibility), or a graduate from a Civil Engineering, Transportation Engineering Technology or related Applied Science Technology program with a C.E.T. designation in good standing with OACETT (or eligibility);
  • 5-8 years of progressive municipal transportation asset management experience related to the development of asset management programs, needs studies, large scale condition assessment programs and multi-year capital program development;
  • Strong knowledge and understanding of the lifecycle of transportation related assets;
  • Strong project management experience relating to the development of asset management programs and managing consulting assignments;
  • Experience with Stamson Noise Assessment Software and noise measuring devices is an asset;
  • Experience with OSIM bridge inspections would be an asset;
  • Familiarity with specialized bridge condition management software, GIS software and CAD (Microstation) would be an asset;
  • Excellent verbal, written communication, and presentation skills;
  • Strong relationship building skills along with strong verbal, written communication and presentation skills;
  • A proven ability to lead meetings and discussions, prepare presentations, represent the section, division or department at public meetings; and
  • Must have the ability to provide personal travel to various City sites.
