Job Summary

Reporting to the Supervisor, Business Systems the Technical Business Analyst will conduct research and business management analysis to support the implementation of departmental initiatives in order to improve customer service delivery, business process re-engineering, programs and service improvement. To capture business requirements, develop/maintain documentation related to processes/procedures and conduct training in support of operations and systems enhancement initiatives in the Planning & Building department.

Duties and Responsibilities

  • Identifies a range of feasible options for operations, policies, technology, information systems and management practices, by conducting research on departmental services programs and assessing the implications and viability for each option and recommending changes to improve service delivery
  • Oversees one or more projects associated with business systems or processes. Works with the management team to define the scope of operational projects and develops sub-project work plans and schedules. Oversees the implementation of sub-projects for section, division and departmental initiatives.
  • Develops, implements, researches, and coordinates work plans and business process improvements to support the implementation and maintenance of building, development and land management information systems. Facilitates multi‐disciplinary project teams to support system implementation and maintenance. Identifies opportunities and makes recommendations to support department‐wide system interoperability, privacy, and security.
  • Creates project plans to support the planning and implementation of new/modified organizational, divisional, and departmental Planning & Building information systems. Collates research, evidence, best practice, and client/steering committee input; and presents work plans, documentation/resources, reports, and recommendations to steering committee.
  • Coordinates the development, configurability, and interoperability of Planning & Building information systems, including maintenance and upgrades, in collaboration with vendors and corporate IT. Analyzes systems to ensure data integrity, security, interoperability, and privacy requirements are met. Conducts system audits
  • Conducts reviews of current business practices, including documenting existing processes and workflows, analyzing factors, and providing recommendations to management and clients.
  • Leads and participates in working groups to map and document business process and design or revise processes and procedures to support new/modified systems. Implements new practices and procedures, approved by management.
  • Prepares business cases, feasibility (including economic, organizational, operational, technical impact) studies, project charters/plans, business/functional/technical requirements, design documents, training strategies/plans and user documentation. Identifies, assesses, documents and assists in the implementation of business process re-engineering initiatives including evaluating financial alternatives, performing cost benefit analysis related to implementation of alternative service delivery.
  • Prepares reports for the Manager, Director and Commissioner, making recommendations on changes in business methods and processes including appropriate staffing levels and resource allocation and prepares sub-project plans and budgets to monitor expenditures and track costs to budget allocation.
  • Leads requirements gathering sessions with business representatives to perform business process mapping & business needs analysis, including conducting interviews and needs assessments with stakeholders
  • Assesses, translates, and documents both technical and functional specifications.
  • Contributes to the work involved in the design, build, testing, deployment and support of overseen initiatives.
  • Conducts analysis and determines key indicators to measure the effectiveness and efficiencies of service delivery methods and design processes to track those indicators. Identifies, assesses, documents and assists in the implementation of business process re-engineering initiatives including evaluating alternatives, performing cost benefit analysis related to implementation of alternative service delivery.


Skills and Qualifications

  • Undergraduate degree in a technical or business related discipline or equivalent in a related field with a minimum of 3 years of directly related experience
  • Experience in assessing, analyzing and implementing business technology solutions in the AEC (Architectural, Engineering and Construction) industry utilizing various technologies such as BIM, CAD, GIS and e-permitting solutions, preferably in a government setting would be considered an asset
  • Experience in an AEC technology environment, with a proven record of accomplishment in requirements elicitation, business requirements documentation, business process modelling, technical/functional specifications, and testing plans is required
  • Experience and strong understanding of data management, databases, application integrations, financial reporting, analysis, trends and forecasting would be an asset
  • Proven data collection and analysis skills together with an ability to use process modelling and analytics tools(e.g., Visio, Excel, Crystal Reports, SAP Business Objects, Microsoft Power BI, Jupyter Notebooks and Tableau) is required
  • Certification/training in Project Management, Business and/or Data Analysis is considered an asset.
  • Project management, research, analytical, and problem solving skills to collect, analyze, synthesize, evaluate, prepare, and report on assigned projects; create work plans and timelines; meet project deadlines/goals; adapt to changing demands; troubleshoot system issues; develop recommendations to address gaps, improve business processes, and reduce organizational risk; and work independently.
  • Communication, facilitation, and leadership skills to coordinate, collaborate with, and lead multi‐disciplinary steering and implementation committees; provide training and system support to departmental staff; clarify project information/needs with clients; conduct and facilitate meetings, workshops, and presentations; respond to inquiries and present information/recommendations using technical language to varied audiences; and participate as an effective team member.
  • Ability to read technical manuals, updates, bulletins, system implementation and testing plans, best practices/reports, and system specifications. Ability to write reports, work plans, project materials, user guides/manuals, presentations, summaries, and recommendations.
  • Experience in preparing comprehensive reports, developing and presenting materials on various topics.
  • Understanding of API/Microservices architecture
  • Understanding of cloud architecture (AWS, Azure)
  • Proficiency in MS Office and Azure DevOps applications
  • Proficient with UML Diagrams: Use case diagrams, Activity Diagrams, Business process Model, and Notation, prototypes, wireframes using Microsoft Visio and Lucid Chart
