Job Summary

Reporting to the Supervisor, Assessment Review & Analysis, the successful candidate will be responsible for monitoring and maintaining stability of the City’s assessment base.

Duties and Responsibilities

  • Perform regular review of the City’s assessment roll to identify anomalies in assessments with respect to classifications, values, dates, and timeliness;
  • Identify inequitable property assessment/classification for City initiated assessment appeals;
  • Gather evidence for City initiated assessment appeals;
  • Perform site inspections related to properties undergoing changes in use in order to ensure appropriateness of assessment values and classification;
  • Monitor and review General and Summary Proceeding schedule of events and adhere to set timelines;
  • Review Minutes of Settlement and make recommendations of acceptance or rejection;
  • Review and track Request for Reconsideration appeals;
  • Prepare motions, disclosures, statement of issues and responses for Assessment Act and Municipal Act appeals;
  • Identify land usage, locate building permit information and zoning changes;
  • Research and respond to assessment matters from Members of Council, City Departments, outside agencies and the general public;
  • Create and analyse special assessment related projects by researching and collecting data for preparing reports;
  • Identify and recommend changes for improved operations and services;
  • Represent the City at settlement meetings and Assessment Review Board hearings when required;
  • Perform other duties as assigned.


Skills and Qualifications

  • Post-secondary education with a minimum of three (3) years related experience in an assessment/tax related field;
  • A.I.M.A. or M.I.M.A. designation from the Institute of Municipal Assessors or equivalent professional accreditation in a recognized Appraisal/Assessment Institute or Association is required;
  • Completion of the Municipal Tax Administration Program an asset;
  • Knowledge and understanding of relevant legislation, procedures, policies, including but not limited to the Municipal Act, Assessment Act, Assessment Review Board Rules of Practice and Procedures is required;
  • Demonstrated understanding of concepts and methodologies used in property valuation for assessment purposes including sales analysis;
  • Experience with proceedings before the Assessment Review Board an asset;
  • Exceptional verbal and written communication and interpersonal skills with an emphasis on customer service;
  • Strong technical, research, analytical and report writing skills;
  • Proven negotiation skills with the ability to resolve complex and controversial issues related to assessment and taxation an asset;
  • Proficiency with use of MS Office including Word and Excel, mapping software and experience using Municipal Connect;
  • Demonstrated ability to work both independently and collaboratively in a team environment;
  • Excellent time management with the ability to work under pressure, prioritize competing work demands and consistently meet rigid legislative deadlines;
  • Strong organizational skills with the ability to demonstrate a high level of accuracy when assembling, filing and inputting data;
  • Ability to maintain a high level of confidentiality;
  • Valid non-probationary Ontario class G driver’s licence in good standing and access to a personal vehicle for corporate use;
