Job Summary

Reporting to the Manager of Technical Services, the Supervisor, Fibre Technical Services, will manage a fibre to the Homes Project and be responsible to oversee up to 13 staff to support the deployment of fibre connectivity to Mississauga homes and businesses. The Supervisor will be responsible for ensuring all project phases are complete from scope development, managing any issues that may arise, to closing of the project.

Duties and Responsibilities

Talent Management

• Build and implement a resourcing plan for the City team that would be dedicated to the Fibre to the Home project lifecycles;
• Provide direction supervision, leadership, professional/technical guidance, coaching and mentorship to the team members;
• Manage and develop the performance of direct reports including recruitment, development of annual work plans, and goals and objectives for each team member; and
• On-board and coordinate training for new staff;

Project Planning and Execution:

• Manage relationship with Client as the main point of contact on behalf of the City to collaborate and define project requirements and conditions that will be outlined in the Service Level Agreement (SLA) ;
• Create, maintain, and manage the permit approval process in collaboration with the Client;
• Design, develop, and conduct project specific training;
• Manage coordination of construction timing with City staff and the Client team;
• Ensure timely inspection of construction work by establishing and maintaining inspection schedules;
• Facilitate weekly cadence meetings with internal and external stakeholders;
• Facilitate monthly construction meetings with internal and external stakeholders;
• Ensure proper restoration of City infrastructure by creating construction and restoration protocols while working with the Contract Maintenance team;
• Manage communications with local Councillors, community members, the general public, outside agencies and other external and internal stakeholders regarding the project;
• Guarantee all terms and conditions of the SLA are fulfilled; and
• Conduct Lean reviews, providing leadership and developing innovative proposals for continuous improvement initiatives, including documenting existing business processes, identifying potential improvements and developing standard operating procedures

Monitoring and Reporting:

• Develop and oversee the data sharing and project coordination process;
• Guarantee successful performance of the project by establishing key performance indicators to quantifiably measure performance;
• Ensure complaints are resolved and tracked;
• Manage the development and maintenance of GIS enabled dashboards; and
• Develop routine reports for various stakeholders on progress of project status;

Skills and Qualifications

Education and Experience:

• Degree in Civil Engineering or related discipline or possess a Certified Engineering Technologist (C.E.T) designation.
• Minimum 5 years of progressive experience in a municipal engineering environment or similar public sector engineering environment;
• Experience with direct supervision of staff assigned on a project basis.
• Experience with INFOR Public Sector Application Software and SAP is an asset.
• Demonstrated understanding and interpretation of collective agreements, Occupational Health & Safety Act, and City policies and procedures is an asset.
• Demonstrated experience with MS Office (Word, Excel, Outlook, etc.) is required.
• Experience with mapping tools is an asset.
• Demonstrated project management experience.

Knowledge and Expertise:

• Possess understanding of new construction techniques and developing industry trends.
• Demonstrated ability to initiate and execute projects utilizing sound project management principles, practices and theories.
• Demonstrated experience working successfully with contractors, consultants and developers.
• Ability to understand and manage visualization requirements, estimate delivery timelines, and effectively communicate with stakeholders.
• Proficient at interpreting Contract Documents, specifications, standards and technical drawings;

• Demonstrated competency in, accountability, customer service, continuous improvement and City's core values - trust, quality and excellence.
• Ability to provide self-transportation options to meetings and project sites within Mississauga and Peel.
