The Labour and Transportation I&IT Cluster is currently seeking two Senior Managers to join our management team at the Project Management & Program Delivery Branch.

 

As a Senior Manager, you will be responsible for overseeing and leading either the Project Management Office, providing support to project managers involved in cluster projects to ensure they meet client business requirements, or the Modernization Solutions Office, where the focus is on understanding the desired business outcome and delivering optimal I&IT solutions to achieve their program objectives. You will also:

 

• Plan, manage, coordinate and control all aspects of office activities to achieve its objectives.
• Contribute I&IT expertise, general management advice and recommendations as a participant in the senior management strategic planning, reviews, problem-solving and organizational transformation strategies at the branch and/or cluster level.
• Support and promote a high-performing team environment which reflects fostering a culture of excellence and creating an inclusive, diverse, equitable and accessible workplace.
• Lead a transformation agenda with the goal to meet and exceed industry best practices.
• Develop partnerships and consult with stakeholders and clients to provide advice, promote understanding and manage I&IT initiatives.

 

Please Note: This competition will establish an eligibility list for future Senior Manager positions within the Transportation Safety Digital Solutions and Labour & Transportation Digital Solutions branches and/or other areas within the cluster.

 

About the Cluster and the Branch

 

The Labour and Transportation I&IT Cluster provides leadership in the planning and deployment of information technology for the Ministry of Transportation and the Ministry of Labour, Immigration, Training and Skills Development. The Labour and Transportation I&IT Cluster enables the delivery of the ministries' programs and services, supports the generation of new business opportunities, and builds on key elements of the government I&IT Technology infrastructure.

 

The Project Management and Program Delivery (PMPD) Branch provides project management services for cluster projects and is accountable for the delivery of large and strategic Business and IT Programs on behalf of the cluster.

What can I expect to do in this role?

 

As a Senior Manager at the Labour and Transportation I&IT Cluster, your responsibilities will include:

 

• Building and leading a team of information technology professionals responsible for implementing large, complex IT solutions.
• Leading business relationship management and the development of a client-focused organization, which identifies areas for improvement in I&IT and business process alignment.
• Developing strategic and operational frameworks to ensure quality client service, continuous improvement and optimization of business practices and digital services, and ensure costing competitiveness of services and providers.
• Providing leadership and support towards digital transformation strategies.
• Participating in senior-level management planning, issues management, performance and quality assurance initiatives, reviews, and handling employee relations matters.
• Managing relationships with clients, partners, and stakeholders, as well as overseeing the service delivery aspects of the office's work.
• Managing and controlling budgets, information resources, and assets.
• Ensuring overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines, and commitments related to programs and services.
• Managing and coordinating market research to identify and evaluate innovative technology trends and productivity tools/methods.
• Managing the analysis and evaluation of key technical, financial and business impacts of proposed projects on other areas, ministries and industries.
• Identifying and assessing alternatives and preparing reports with recommendations to facilitate effective client/executive management decision-making.

 

Depending on your specific role within the cluster, you may have additional responsibilities:

 

• If you oversee the Project Management Office: Providing leadership and support to portfolio managers and their teams, implementing project management methodologies, and managing vendor contracts. Providing regular updates to clients and executives, including Governance committees and consulting with stakeholders in other participating organizations to resolve complex systems issues.
• If you oversee the Modernization Solutions Office: Establishing priorities, policies, and standards for business consulting, managing I&IT strategies and initiatives, and coordinating investment planning and procurement. Directing the development, review and approval of systems design for projects involving the application and implementation of new and innovative technologies and methods, as well as implementation of business solutions, working with internal and external partners and vendors, as required.

• You have demonstrated experience in the end-to-end development and delivery of major I&IT solutions.
• You have knowledge of continuous improvement processes and principles to manage and apply conceptual and creative thinking to ensure integrated, cost-efficient, and effective planning of major I&IT projects.
• You have knowledge of I&IT Systems Development Life Cycle, software and hardware environments, and associated concepts, tools, and performance measures to direct and oversee all aspects of business solutions, ensuring technical integrity.
