Job Summary
The Standards, Training and Compliance team plays a critical role within the City by providing professional, objective, strategic direction and guidance to drive efficiencies, service delivery improvements and develop short, medium and long-term strategies to meet regulatory and legislative requirements. As the Compliance Officer, you will contribute meaningfully to the team’s priorities and the City’s goals.
Reporting to the Manager, Standards, Training and Compliance, the Compliance Officer will review and evaluates compliance issues/concerns within Facilities & Property Management. The position ensures the City is in compliance with rules and regulations of regulatory agencies and are reviewed on a tri-annual basis, ensuring policies are up-to-date and appropriate. Finally, this position leads process-improvement projects and the development of SOPs, training material and programs required and identified through compliance or policy review.

Duties and Responsibilities
Reporting to the Manager, Standards, Training and Compliance, the Compliance Officer will be responsible for:
- Develops and oversees a system to manage policy and compliance reviews
- Identifies needed compliance reviews and carries these out, to ensure policies and procedures are followed, to prevent illegal, unethical or improper conduct
- Collaborates with other departments (i.e., Risk Management, Internal Audit, Finance, client groups etc.) when conducting policy and compliance reviews; consults with legal counsel as needed to resolve difficult legal compliance issues
- Addresses any findings in compliance reviews by working with the appropriate section manager to ensure policies and procedures are adjusted accordingly
- Identifies potential areas of compliance vulnerability and risk within Facilities & Property Management; develops/implements corrective action plans for resolution of problematic issues and provides general guidance on how to avoidor deal with similar situations in the future
- Leads process-improvement and special projects where compliance or policy review has identified inefficiencies or other process issues
- Provides reports on a regular basis, and as directed or requested, to keep senior management informed of the operation and progress of compliance efforts
- Provides legislative reports for reporting assets and business planning (Asset Retirement Obligations, Tangible Capital Assets, Corporate Asset Management Plan, key performance indicators, etc.)
- Assists with the review and continuous improvement of City of Mississauga's Asset Management Program (VFA) which will define capital planning, budgeting and reporting for city-wide facilities
- Performs regular data quality checks to ensure the accuracy of system inventory in VFA and implements timely corrective actions to keep the facility system data updated at all times
- Leads in-house project feasibility studies, cost benefit analysis, business case development and related studies for the planning and development of F&PM initiatives
- Liaises with internal and external stakeholders to assist in developing corporate reports/business cases on facilities development and upgrade studies
- Assists Divisional Business Planning lead with the preparation of the F&PM Business Plan and final budget
- Reviews and develops service agreements and program equipment for divisional initiatives
- Develops methods, processes and comparative forecast models to analyze financial, functional and operational data related to capital planning strategies and budget submissions
- Identifies and researches opportunities to improve operating efficiencies, map out and define new processes, adopt best practices, ensure compliance and improve functional use across the portfolio of City facilities
- Performs other duties as assigned
Skills and Qualifications
Among the strengths you bring to the role are the following key qualifications:
- University degree in Business Administration, Commerce, Auditing or related field along with a 5-10 years’ experience in the development and analysis of business plans, stakeholder engagement, facilitation and presentations to leadership teams, practice using continuous improvement methodologies, experience with project management principles and experience managing strategic or operational projects with demonstrated ability to deliver on-time quality results, capital planning & asset management, strategic planning and the operation of related business units or an equivalent of education and related experience combined
- Strong interpersonal, communication, negotiation, and leadership skills
- Excellent organizational and problem-solving abilities
- An understanding of analytical tools and experience in carrying out primary research and data collection
- Experience in the coordination or development of SOPs, training programs and processes
- Familiarity with Computerized Asset Management System (CAMS) like VFA, and Computerized Maintenance Management System (CMMS) like INFOR software’s
- Advanced computer skills (with emphasis on Excel, PowerPoint, and Word)
- Experience managing strategic or operational projects with demonstrated ability to deliver on-time quality results
- Strong political acumen to foster and build internal and external stakeholder relationships is considered a strong asset
