Job Summary

As a team member of the Technical Services Fibre to the Home (FTTH) team, you will work collaboratively with cross-departmental stakeholders to advance management system plans and visions by driving work plans and initiatives for the project group. The Business Analyst will specifically assist with the administration and advancing of the permitting technology for the project as well as create detailed dashboards to highlight project goals and successes. In addition, the Business Analyst will be required to ensure integration between the City's enterprise system and ESRI (Environmental Systems Research Institute software), the City's mapping tool, so that the permit information is shown spatially. Lastly, the Business Analyst will provide ongoing maintenance and support for the FTTH project.

Duties and Responsibilities

Reporting to the Supervisor fibre Technical Services, the successful candidate will bring value to the team through the maintenance, support and improvement of work management systems for the Fibre to the Home project.
  • Support the Fibre to the Home project team by defining, developing, testing and implementing enterprise system improvements;
  • Leads business improvement projects, through traditional and creative means of data gathering, consolidating, researching, troubleshooting, investigating, monitoring and auditing, application issues and enhancements;
  • Provide frontline user support for the enterprise systems including problem solving/resolution, troubleshooting, etc.;
  • Prepare project documentation in accordance with City standards (e.g. Work Requests/Requirements, Business Cases, Test Plans, Process Maps, etc.);
  • Assists with the deployment of new hardware and software releases to the Fibre to the Home project.
  • Develops, deploys and creates ad-hoc reports with varying degrees of complexity using Crystal Reports, Tableau, Lumira, Excel, SSDS, SQL developer and INFOR.
  • Design and create reports and management dashboards using Power BI, INFOR, INFOR Mobile, ESRI, Crystal Reports, etc.;
  • Collaborate with project teams to design and develop GIS workflows that support the development, construction, and operation of the FTTH project;
  • Develop maps and visualizations that communicate project information to internal and external stakeholders;
  • Managing and coordinating third party sources of data and ensure conformance to City requirements;
  • Develop data governance framework for permit analytics;
  • Perform other duties as assigned.


Skills and Qualifications

  • Degree in Computer/Information Technology, System Engineering, or Business related discipline with a minimum 5 years direct experience in implementing and/or supporting enterprise management systems and experience in the application of ArcGIS software and spatial database creation and maintenance;
  • Project Management designation (PMP) and/or LEAN certification is an asset;
  • Solid technical, analytical, problem-solving and troubleshooting skills;
  • Ability to comprehensively understand business needs and translate them into documented technical requirements;
  • Direct experience related to the implementation of solutions for infrastructure asset inventory, work management, customer relations management, permitting, and related business processes;
  • Demonstrated success in leading business system improvement projects, documenting and analyzing business processes, calculating benefits for proposed changes, presenting solutions, and developing final deliverables;
  • Advanced knowledge of INFOR Public Sector (IPS) software solution in addition to Crystal Reports, with a working knowledge of Oracle, SAP, Amanda, Chameleon, GIS systems, Power BI, and Dynamic Portal;
  • Experience/knowledge of GIS systems;
  • Experience developing and supporting SharePoint applications;
  • Experience with billing/account management software;
  • Technical skills including previous experience with and solid understanding of:
  • Data Mining
  • Determining rules for validation
  • Crystal report writing
  • Business Intelligence and Analytics Software (e.g. Tableau, Lumira, etc.)
  • Advanced proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Visio)
