Job Summary

Interested in being part of the conversation on how we maintain our buildings and address our aging infrastructure needs? Reporting to the Manager, Asset Management Planning, the successful candidate will be responsible to effectively plan and managing a team of Asset Management Specialists. In addition, the Asset Management Supervisor will manage state of good repair capital budget, develop the 10-year capital budget forecast, and participate in the planning and decision-making process to manage the facilities' portfolio including VFA database management and project validation.

Duties and Responsibilities

The role acts as a leader and Subject Matter Expert responsible for assigned portfolio Management (i.e. Architectural/Structural/ Building Envelope, Electrical, Mechanical, Site Renewal). This role is responsible for detailed review of all building assets across all client groups within the City, collaborates with stakeholders, develops, implements, and interprets the scope of requirements for all Capital improvement projects.Reporting to the Manager, Asset Management Planning, the successful candidate will:
  • Supervise staff including development of PMP agreements and evaluation of work performance. Work with staff to identify career goals and development needs, and provide regular feedback
  • Project manage and contract manage for external consulting services to complete various types of projects including facilities condition assessments, feasibility studies and complete technical reports as required.
  • Analyze building condition assessments and inventory updates and make recommendations for improved data management and reporting (oversees the changes in the system and analyse the data for quality and accuracy - work with the software company to manage these change and refresh data as required)
  • Quality control of information added and changed in VFA
  • Working with the manager to develop SOPs, training material and resources to support ongoing tasks and the roles of the team
  • Leads the Asset Management Specialists, This includes creating presentations/training materials, running meetings, and guiding discussions with the internal team and the external client groups
  • The supervisor will conduct risk assessments for all capital asset management plans to mitigate risks (e.g. safety, code compliance, master plan integration etc.)
  • Complete the analysis of the annual capital budget and long term forecasting and make recommendations for operational planning for maintenance programs
  • Support the analysis of strategic lifecycle capital redevelopment plans
  • Supervise validations of capital lifecycle and capital emergency service requests from internal client groups as well as the asset management system (VFA) generated lifecycle renewal/replacement requirements to determine necessity, solution, and lifecycle renewal costs
  • Manage emergency and inspection budget -coordination of the WIP responses, ensuring accounts are close, etc.
  • Will be responsible for establishing and implementing facility reporting based on inventory information to assist and support various sections within F&PM
  • Identify and evaluate cost efficiencies and value creation opportunities
  • Manage the approval and assignment of funding for the capital emergency and capital lifecycle inspection accounts
  • BSR and SRs review and quality checks, makes sure they are complete and being addressed and closed off
  • Preliminary review of programs and assets requirements for capital budget recommendations that align the asset management plan and leadership direction


Skills and Qualifications

  • University degree in mechanical, electrical, structural, Architectural or Building Science engineering and a professional designation from the Ontario Association of Architects (OAA) Certificate of Practice or a P.Eng designation from Professional Engineers Ontario.
  • Project Management Professional (PMP) Designation in good standing and/or IAM (Institute of Asset Management) Diploma in Asset Management Planning are preferred
  • Experience in the coordination of facility capital budgets, forecasts and operational planning for maintenance programs
  • Must have experience with, and excellent understanding of, VFA Facilities software
  • Experience in managing direct reports, consultants and/or contractors
  • Familiarity with property and building component values and capital costing
  • Demonstrated ability to identify strategic issues and recommend long term solutions.
  • Excellent time management skills in managing workload and work schedules
  • Strong public relations skills to build partnerships and collaborative relationships with people both inside and outside the organization
  • Experience in developing capital projects scope, budget and schedule
  • Strong presentation and facilitation skills would be an asset
