Job Summary

Mississauga’s parks and forestry system is an integral part of the City, measured both by the wellbeing of residents and the strength of ecosystems. As the City of Mississauga intensifies, delivering parkland and protecting City parkland assets becomes increasingly challenging and essential as we strive to create healthy complete communities.

The Parks and Culture Planning team consists of both planners and landscape architects who work together to plan parks, expand City’s parkland, protect City park assets and comment on behalf of the department development applications, Environmental Assessments and City realty matters.

Under the direction of the Park Assets Team Leader, the successful applicant will be responsible for representing the departmental interests on development applications, and realty matters which include surplus declarations, license/easement agreements, capital works and Environmental Assessments, as well as parkland planning studies and other technical studies. This position will require the ability to resolve issues within a fast-paced environment, manage several projects at one time, have a full breadth of knowledge of the planning process, review technical construction documents, comment on legal agreements, and have excellent public communication skills.

Duties and Responsibilities

• Prepare and manage comments related to all types of Development Applications, Environmental Assessments, Realty Requests, and associated Agreements on behalf of Community Services.
• Review and comment on parkland and greenbelt restoration, construction drawings, specifications, cost estimates and construction schedules for Developer-built works related to parkland and greenbelt.
• Liaise with other City Departments, Federal & Provincial authorities, Conservation & Regional authorities, and other outside agencies as required.
• Conduct pre, during and post-construction Site Inspections to ensure site works comply with approved plans.
• Recommend release or reduction to Letters of Credit subject to detailed file review and site inspections.
• Provide information and consultative services to all City Departments, Councillors and Residents as required.
• Assist in establishing technical and professional standards for the Community Services Department.
• Assist in preparing Departmental reports and in carrying out studies including the development of policies and procedures relating to Community Services' projects.
• Preparing minutes and reports relative to projects.
• Inspections and release of letters of credits and deposits.
• Performing other related duties as assigned.

Skills and Qualifications

• Graduation from a recognized university in Landscape Architecture with a minimum of 5 years experience in park planning, and/or design and development, preferably including related experience in Municipal government.
• Demonstrated knowledge and experience of municipal land development processes including subdivision, rezoning and site plan applications as well as servicing and development agreements.
• Strong knowledge of working with multi-disciplinary Consultant Teams and the administration of construction contracts.
• Strong problem solving skills and the ability to bring forward creative results both throughout the review of complex development applications and during site inspections is required.
• Ability to review, comment and implement corrective measures regarding Consultant work to ensure correctness and compliance with established City standards.
• Ability to complete multiple projects within prescribed deadlines and be accountable for results.
• Ability to work effectively in a team environment, with other professionals, consultants, local authorities, higher order government agencies, contractors and the general public.
• Demonstrated quantity surveying and cost estimating experience.
• Excellent communication (written and verbal), research, report writing and graphic communication skills.
• Must be pro-active, self-directed and highly organized.
• Full membership in the Ontario Association of Landscape Architects is preferred.
• Valid driver's license with access to a vehicle is required.
• May be required to work flexible hours including evenings and weekends.
