The Opportunity

Reporting to the Executive Director, Academic, the Dean, Health Sciences and Community Services will provide vision, high-quality strategic, innovative, academic and administrative leadership and direction to the school with programming on multiple campuses. The Dean is committed to Truth and Reconciliation, Equity, Diversity and Inclusion which is evident in all aspects of their leadership style, decisions and interactions. The Dean provides leadership to their leadership team for the design, implementation and oversight of the School’s budget. The Dean develops and nurtures close relationships with external partners, and organizations and actively supports the advancement activities of the Polytech. Through previous experience, the Dean will have a lot of wisdom and confidence managing effective and positive government relations. The Dean will ensure that all programming and projects offered by the School are relevant to meet current and emerging sector and community labour market needs. Additionally, the Dean ensures that all programming and projects meet or exceed the Polytech's internal academic and external accreditation standards.

The Dean will also ensure the School's learning, teaching, applied research and academic services support student success from admissions through to graduation. The Dean will also contribute to and share in the sustainability, well-being and growth of the Polytech through membership on the Senior Academic Committee (SAC) and other governance bodies at the Polytech. The Dean has a dynamic entrepreneurial, academic and service focus.

Required Qualifications

•    A graduate degree in a related discipline with a combination of 7 years of education and recent, relevant senior leadership experience

•    Demonstrated success as a dynamic, innovative leader at a senior level

•    Demonstrated commitment to Truth and Reconciliation, anti-racism, social justice, diversity and creating inclusive communities

•    Genuine love for teaching with hands-on experience

•    Human resource management experience including supervisory experience in an academic, unionized environment

•    Experience with and skilled at change management, conflict resolution and negotiation

•    Adaptive in thinking and able to discern innovative solutions to new and emerging challenges

•    Experience in organizational planning, project and change management and financial management at the corporate or institutional level

•    Experience implementing strategic plans including performance management goals and objectives

•    A collaborative management style including building and sustaining teams within, between and across organizations, with a demonstrated strength in customer service, delivering results, handling complexity and thinking globally

•    Excellent interpersonal and group facilitative skills and the ability to initiate and develop effective partnerships and alliances with industry, liaison with all levels of government, associations and educational institutions and promotion of effective community relations

•    Innovative and creative problem-solver with a commitment to quality, service and accountability

•    Experience developing and implementing formal staff training or academic programs with a student-centered approach to learning and a commitment to the philosophies of adult education and continuous learning

•    Experience building a respectful workplace culture that promotes diversity, learning and continuous improvement

Assets

•    Demonstrated knowledge and experience in Indigeneity, Traditional and Western approaches, ethical engagement and respectful collaboration with Indigenous Peoples, cultural safety education and practices, decolonizing curriculum, and other areas that complement our existing priorities and commitments

•    Leadership experience within a post-secondary education setting

•    Teaching experience within the post-secondary education environment

•    Formal background in adult, administrative or higher education

Key Roles & Responsibilities

Academic and Cultural Leadership

•    ensure the School operates collaboratively in a manner consistent with the College’s strategic direction

•    ensure delivery of high-quality academic programs throughout the School that align with the College’s strategic, academic and applied research plans

•    champion a culture that seizes opportunities, manages risk, fosters innovation and continuous improvement that aligns with the academic and applied research plans

•    establish an annual operational (new programs, program modifications and cessations, applied research, capital requirements, safety & health, etc.) plan for the School

•    promote the unique vision, mission, image and values of the School to faculty, colleagues, business, industry, government, students and the general public

•    serve as a member of the Senior Academic Committee (SAC), Fee and other governance committees

•    promote an innovative, problem-solving, collaborative approach to achieve School goals

•    implement and report on quality assurance benchmarks for the School and its academic department operations

•    promote inter- and intra-School and department communications, respect and collegial relations

•    foster a culture of excellence in program development and delivery

•    facilitate a culture of great teaching and learning

•   promote and support a culture of applied research and scholarly activities in the School

•    participate in fundraising and friend-raising for major capital projects as appropriate

People Management

•    champion a positive, diverse and inclusive work and learning environment to facilitate student, faculty and staff success

•    ensure recruitment, selection, development and retention of qualified human resources that represent Manitoba’s population on an ongoing basis to maximize the efficiency, effectiveness and productivity of the School

•    promote collaborative labour relations within the context of the collective agreement

•    encourage, create and support an environment of great teaching and continual improvement

•    collaborate with Human Resource Services to develop and promote positive and inclusive people management practices within the School consistent with the HR Plan

•    facilitate and support succession planning within the School for academic managers, chairs, the associate dean, faculty and administrative support staff

•    ensure best practices within the department encompassing performance support and management, performance appraisal, career development and employment equity

•    promote workplace safety and health and improvement of the physical/mental workplace environment and working conditions

•    serve on the College’s human resource-related committees and other relevant committees

•    effectively performance coach, mentor, and manage employees to foster an engaged workforce in a unionized environment

Resource Allocation and Management

•    oversee the School’s overall resource allocation and revenue generation to ensure fiscal responsibility and sustainability

•    lead and facilitate the School’s annual budget planning process across academic departments

•    meet annual revenue and budget targets

•    monitor School and academic department budgets; facilitate effective resource allocation and utilization, including facilities, among the School’s academic departments

•    champion revenue-generating opportunities, corporate sponsorships and donations to build revenue-generating capacity

•    accommodate incremental skills training where there is labour market demand and where resources permit

•    ensure effective and evidence-based management practices govern decision-making related to the School’s resource allocation and operations

Academic Administration

•    oversee academic governance compliance throughout the School, advocate for best practices and modernize administrative procedures to achieve strategic goals

•    participate as a member of institution-wide councils and committees to develop and advance the College’s academic and applied research plans

•    provide leadership in the delivery of quality, base-funded and revenue-generating programs and learning opportunities in a variety of delivery modes including full-time, part-time, contract training, online and blended learning

•    provide leadership in delivering various credentials—certificate to degree—in a broad range of programs, a multi-campus environment and seek program accreditation from accrediting agencies, licensing bodies and professional associations, where available

•    promote the integration of applied research in academic programs

•    promote community involvement in identifying, developing and planning new, modified and culturally inclusive programming to support the diversity of the College community

•    facilitate program articulation with secondary and post-secondary institutions

•    explore and implement new learning technologies in academic program delivery, as appropriate

•    respond to emerging training needs of business, industry, government, and other organizations

•    ensure program development and delivery adheres to College procedures and quality standards

•    promote regular course/program and instructor evaluations to monitor program quality

•    provide leadership in new program delivery based on emerging labour market needs

•    provide leadership support for the international education department’s goals and to accommodate international as well as foreign-credentialed students

•    provide program delivery and quality assurance supports to regional campuses

Student Success

•    create a positive and proactive inclusive School environment that facilitates a positive and supportive learning milieu within which students will achieve their academic goals

•    research, develop and implement strategies to improve student success and access to education

•    ensure processes are in place to address student academic issues according to RRCP policies and procedures

•    promote and support the effective role of the instructor in learning and teaching

•    monitor benchmarks to measure and to increase student success

•    promote and support the expansion of recognition of prior learning

•    review and assess data collected from course evaluations, graduate follow-up surveys, student withdrawals / terminations, etc., and implement improvements as needed

•    provide general guidance and counselling to students, as required

•    oversee and manage the student appeal process within the School, in collaboration with academic leaders (Associate Dean, Chairs, student services, BIT and others)

Operations Support

•    implement effective operational processes within the School to ensure efficiency and sustainability

•    serve as the liaison / interface between other Schools, divisions and departments, external partners, associations, and government departments and agencies

•    ensure departmental operations are consistent and compliant with College policies, procedures, guidelines, principles and the collective agreement

•    ensure departmental reports are prepared in a timely manner

•    ensure College safety and health, ethical and legal guidelines or standards are implemented within the School

•    ensure the coordination of consistent administrative activities among departments, divisions and all College operations

•    ensure School activities involve minimal risk to the College

•    promote and provide excellent, timely information and program delivery to students

Relationship Management

•    cultivate and manage strategic partnerships and collaborations with internal and external stakeholders to achieve RRC Polytech goals

•    develop a marketing plan for the School in collaboration with College Relations

•    promote innovative and effective program marketing strategies

•    ensure engaged and effective strategic councils and program advisory committees within the School

•    liaise with government departments to develop and deliver skills training, as required

•    represent the School and College at appropriate local, national and international organizations and accrediting agencies

•    serve as an ambassador and champion of the School when representing the College locally, nationally and internationally

Compensation

A competitive compensation package, including an attractive base salary and excellent benefits. The salary range is $129,820 to $173,836. Further details will be discussed in a personal interview.
