Job Summary
The Works Operations and Maintenance Division is responsible for maintaining the City of Mississauga’s road and stormwater infrastructure as well as City vehicles and equipment (except for Fire Services and MiWay Transit). A critical element in providing these services are our four Yards and Service Centres - all of which need to be kept in a state of good repair. With the growth that the City is experiencing there is also a need to plan and develop additional Yards to ensure that we can continue to deliver a high level of service efficiently and effectively. We are looking for a Project Leader to oversee the planning and construction of a new Yard, lead the refresh of the City’s Yard Master Plan and to act as a liaison for the maintenance and repair of our existing facilities. The successful candidate must be a self-motivated individual who is comfortable working independently, have strong project management skills with experience overseeing the work of consultants, and proven success in bringing projects to completion.
Duties and Responsibilities
Reporting to the Director, Works Operations and Maintenance the Works Operations Centres Project Leader will be responsible for:
• Coordinating and supervising the project planning, design and construction of new Works Yards
• Preparing Requests for Proposals to retain consultants to carry out the various components of work - planning, design and construction of new Works Yard and updating of the Yard Master Plan
• Consulting with internal stakeholders for project requirements for new City Works Yard
• Working with the project consultant to obtain all necessary design approvals and construction permits
• Ensuring projects stay on budget and schedule, regularly visiting the various Works Yards, Service Centres and construction sites and monitoring the progress of all projects.
• Ensuring that project deliverables are achieved and providing professional advice to address issues that cannot be resolved by team members.
• Resolving conflicts and providing information in response to enquiries from all levels of staff and outside agencies.
• Reviewing technical reports, studies and providing comments.
• Providing project advice and technical guidance as needed.
• Approving consultants’ invoices for work completed, preparing and approving change orders.
• Coordinating with our Facilities and Property Management (F&PM) Division on maintenance and renovation projects related to our Works Yards and Service Centres, ensuring they are implemented in a timely manner and avoiding conflicts or duplication of work.
• Developing, implementing, and monitoring a service delivery strategy with F&PM for our various Works Yards and Service Centres including setting up Service Level Agreements, KPIs and identifying Divisional needs.
• Complying with relevant City policies.
• Participating on Corporate, Departmental, and Divisional working groups, committees, or special projects as required.
• Performing other related duties as assigned.
Skills and Qualifications
• Post-secondary degree or diploma in Civil Engineering.
• Licensed Professional Engineer or Certified Engineering Technologist in good standing.
• Membership in Professional Engineers Ontario or Ontario Association of Certified Technicians and Technologist.
• A minimum of 7 years’ experience in the planning, design, and construction of municipal infrastructure.
• Project Management Professional (PMP) certification would be considered an asset.
• Demonstrated project management experience in overseeing projects and leading project teams
• Ability to review detailed design drawings, reports and studies checking for accuracy with a high level of attention to detail
• Excellent technical knowledge including applicable engineering principles and codes, safety and environmental requirements and other related legislation.
• Proven knowledge of the procurement process for goods and services (RFP, RFT, RFQ, etc)
• Excellent communication and interpersonal skills, ability to multi-task and address customer’s concerns in a timely manner.
• Proven analytical skills, problem solving and decision-making skills.
• Strong computer skills and experience with MS Office and applicable City Software
• Excellent planning, organizing and people management skills.
• Excellent business management/development skills
