Job Summary

Reporting to the Manager, Accounting & Financial Reporting, the Senior Financial Analyst is responsible for taking a lead role in the City’s accounting and financial reporting processes.This includes preparing, analyzing and interpreting the City’s financial statements and the Provincial Financial Information Return, researching and advising staff on technical accounting issues, implementing new accounting standards, monitoring data quality into the City’s general ledger, supporting the preparation of the City’s Annual Financial and Sustainability Report, and supporting Finance-led improvement projects.

Duties and Responsibilities

  • Plays a key role in preparing, analyzing and interpreting the City’s year-end consolidated financial statements, notes and disclosures for all consolidated reporting entities in line with Public Sector Accounting Standards (PSAS) and International Financial Reporting Standards (IFRS).
  • Supports and coordinates external auditor requests related to year end and financial statement processing.
  • Supports and guides external City agencies (e.g. Business Improvement Areas) relating to accounting, financial reporting and external audits.
  • Prepares monthly and quarterly financial reports as directed by the Manager; ensuring accuracy and work is produced within assigned deadlines.
  • Supports the preparation of the City’s annual financial and sustainability report and annual report highlights, including analysis of financial results, gathering of statistics and preparation of written content where required.
  • Delivers annual financial reporting submissions as required by the Provincial and Federal governments (e.g. annual Provincial Financial Information Returns).
  • Takes a lead role as asubject matter expert in researching technical accounting issues, implications of new accounting standards, and their implementation when required.
  • Implements improvements to financial reporting and internal controls that improve the City’s financial reporting and accounting processes that reduce effort and improve speed and quality of work.
  • Assists and advises business units and the Finance Division on financial reporting and accounting matters, acting as a subject matter expert on implementing the correct accounting treatment where required.
  • Performs in-depth quality assurance reviews on all balance sheet reconciliations and general ledger transactions for compliance with PSAB (Public Sector Accounting Board), to maintain high data integrity and quality, and confirm accuracy, completeness, cut-off, existence, and valuation of transactions.
  • Provides support and guidance to Finance Staff on accounting and financial reporting automation.
  • Prepares monthly journal entries and assist in the closing of period-end and year-end processes as required.
  • Performs efficiency reviews on accounting and financial reporting processes as required.
  • Other duties as assigned.


Skills and Qualifications

  • A Chartered Professional Accountant (CPA) designation is required.
  • A minimum of three years of experience in preparing or auditing external financial statements, including working with external auditors.
  • Experience in preparing Public Sector financial statements is an asset.
  • Knowledge and use of SAP, or other large-scale ERP’s is preferred.
  • Advanced working knowledge of Microsoft Excel is required, including the use of Pivot Tables, Power Query, functions and the ability to work with large data sets to gather insights.
  • Previous experience with financial reporting and accounting automation software (e.g. SAP Concur, Workiva, Questica, CaseWare) is an asset.
  • Strong presentation and communication skills, including the ability to convey complex information in a clear, concise manner.
  • A track record of meeting tight working deadlines and prioritizing work is essential.
  • Experience in Lean thinking or other continuous improvement methodologies is an asset.
  • Knowledge of financial and internal controls.
  • Analytical and problem-solving skills with the ability to develop, recommend, and implement effective solutions.
  • Proactive and self-motivated with a demonstrated ability to take initiative and work independently with minimal supervision.
  • Work effectively within a team, and contribute to and support a collaborative environment.
  • Ability to learn new concepts and software and apply their functionality into your work and analyses.
