JOB DESCRIPTION

 

 

 

BC Hydro currently serves 14 remote Non-Integrated Areas (NIA) that are not connected to the provincial grid. Many of these communities are Indigenous. In the communities that are now primarily served by diesel, BC Hydro is actively working with local First Nations to put in place energy purchase agreements to buy energy from First Nation owned and operated renewable energy plants and integrate the energy into BC Hydro’s microgrid. Our goal is to advance reconciliation and decrease GHGs related to using diesel for energy production.

 

 

 

Duties:

 

 

As part of a small team reporting to the NIA Diesel Reduction Lead, this role will be accountable for leading activities in an assigned group of NIAs to get energy purchase contracts in place and manage them over the term of the contract including coordinating activities among the First Nation energy entities and BC Hydro operations and planning. Doing this work will require working effectively with multiple BC Hydro business units, First Nations and external stakeholders.

 

The Remote Community Energy Contracts & Commercial Manager will:

 

• Develop and manage the initiation, implementation, and ongoing sustainment of Community Electricity Purchase Agreements (CEPAs) with First Nations’ energy entities for assigned NIA communities.

• Lead work involving multiple processes and groups that results in approved CEPAs. Prepares documents and analysis. Depending on complexity, participate in or lead negotiations. Support regulatory approval processes. Provide information to meet ongoing BC Hydro financial and regulatory reporting requirements for CEPAs.

• Be responsible for working with internal BC Hydro teams and First Nations to explain and apply contract language to ensure that commercial terms and obligations, processes, and requirements of CEPAs are planned for and in place for Community Renewable Energy Projects to meet commercial operation.

• Develop and manage the shared governance processes for ongoing coordination and communication between First Nation energy entities and internal BC Hydro operations and planning groups that is needed for a reliable microgrid over the contract term.

• Monitor results to ensure the targeted amount of energy integrated is achieved and initiate actions to investigate and rectify gaps. Monitor the contract for compliance by both parties. Is the first point of escalation for answering invoicing and contract related questions and investigating and resolving issues or disputes.

• Proactively look for and implement continuous improvement opportunities to drive efficient processes, and collaborative, aligned relationships internally and externally.

• Develop and manage other initiatives as required to achieve objectives of the NIA Planning & Strategy team.

• Act as a key point of internal and external contact and maintains strategic partnerships for diesel reduction activities for BC Hydro’s Non-Integrated Areas.

o Works cross-functionally with BC Hydro teams, such as NIA Planning & Strategy, Operations, Engineering, Project Delivery, Finance, and Indigenous Relations.

o Represents BC Hydro in discussions with First Nations, Indigenous Groups, customers, external stakeholders such as regulators and government agencies.

o Is knowledgeable of Federal and Provincial initiatives and funds that can be leveraged to support NIA communities in diesel reduction actions.

 

Qualifications:

 

 

• Post-secondary degree in business, engineering or other relevant area. A Master’s level degree in a relevant area of work is an asset

• At least 10 years of experience in the energy or a related industry.

• Experience being directly accountable for managing long-term and multi-faceted 3rd party business relationships in a collaborative and successful manner including experience in contract management, commercial negotiations, complex issue management and resolution.

• Outstanding planning, organizational, analytical and problem-solving skills. Proven ability to manage multiple priorities simultaneously and adapt as needed as circumstances change.

• Demonstrated ability to build strong, trust-based relationships with First Nations and internal business group partners. Expertise in managing challenging conversations and effective facilitation to align multiple objectives and perspectives and achieve key outcomes.

• Excellent communication skills including: oral, written and presentation for a wide variety of internal and external stakeholders and First Nations. Skill in communicating technical information to non-technical audiences.

• Class 5 driver’s license. Occasional travel to remote communities is required.

 

The following experience is considered an asset:

• Engineering or technical knowledge and experience with remote microgrids, microgrid electrical systems, solar or small hydroelectric generation.

• Working with First Nation businesses entities.

• Experience in developing new and complex programs and processes
