EVALUATION SPECIALIST:

$78,073.75 - $89,127.26 Annually

POSITION SUMMARY

Reporting to the Senior Manager, Socio-Economic Research, the Research and Evaluation Specialist is responsible for coordinating the planning, development, and implementation of evaluation projects. He/She/They maintains a coordinated and consistent approach to evaluation within the Research Centre and BC Housing. The position conducts research and evaluations of strategic initiatives and post-project initiatives and builds capacity and readiness for evaluation within the Research Centre and BC Housing. The role provides oversight, guidance and technical expertise to evaluation approaches while ensuring evaluation-related activities are aligned with and in support of guiding strategies, policies, and other accountabilities.

CANDIDATE PROFILE

The successful candidate will have the following:

EDUCATION & EXPERIENCE:

  • Master’s degree in social sciences, business administration, public administration, or other relevant fields.
  • Considerable evaluation experience and/or research experience in the public sector managing complex projects, analysing data, producing reports and recommendations.
  • Considerable experience using evaluation methodologies including developmental quantitative and qualitative data.
  • Or an equivalent combination of education, training, and experience acceptable to the employer.

 KNOWLEDGE, SKILLS AND ABILITIES:

  • Considerable knowledge of research methods, and emergent and evaluation methods and approaches including developmental, formative and summative evaluation and utilization-focused evaluation.
  • Considerable knowledge and understanding of principles, practices, and techniques to lead and conduct program evaluations and research projects.
  • Sound knowledge of affordable housing programs, social housing policy, governments and non-profit partners and the services they provide.
  • Ability to conduct literature searches and reviews, best practice reviews and policy analysis.
  • Ability to play a leadership role to plan, organize, manage and conduct complex projects.
  • Ability to track, record, extract, summarize, and conduct qualitative and quantitative analysis to produce reports and recommendations.
  • Ability to meet deadlines and identify key milestones or measures of success.
  • Ability to work independently or as part of a team with various external stakeholders including government partners, community agencies, and housing partners.
  • Ability to travel for evaluation projects, with previous notice.
  • Strong verbal and written communication skills
  • Strong critical thinking, analytical and problem-solving skills.
  • Proficient in the use of business intelligence, analytics and data visualization to mobilize evaluation findings effectively and creatively.
  • Proficient in the use of Microsoft Office tools (including Excel, Word, PowerPoint, and Outlook)
  • Criminal Record Check Required
